- The Fort Lee Mission Installation Contracting Command (MICC), in support of the Joint Culinary Center of Excellence (JCCoE) is issuing a Sources Sought for Market Research and Analysis. This requirement offers the opportunity for interested businesses to analyze and provide relevant technical data comparing the advantages of the current Army Dining Facility (DFAC) contracting practices with centralizing all Initial Military Training (IMT) DFACs under a single contract with Government provided subsistence and with contractor provided subsistence. The NAICS Code for this requirement is 541910. If interested please submit a quote mark Capability Statement quote mark providing all information requested below. MICC/JCCoE is requesting feedback for the ability to perform market research and analysis in the following areas: -A Cost Benefit Analysis (CBA) comparing current installation contract practices with subsistence provided by the Government to: installation contracts with subsistence provided by the contractor. - Analysis of centralizing all IMT DFACs under a single contract with Government provided subsistence to: a single contract with contractor provided subsistence. -Interested parties should provide rough magnitude cost estimates to perform the analyses' as well as question, feedback, and comments. Requirements Summary: JCCoE is considering implementation centralizing IMT food service contracts to enhance the cost savings due to efficiencies in management, purchasing power of supplies and standardization of pricing across all TRADOC locations. It is expected that the Cost Benefit Analysis can help identify a recommended course of action for future IMT Dining Facility contracting practices. Responses to this Sources Sought should include: -Organization's socioeconomic group classification under NAICS 54190/business size. -Magnitude of cost associated with the Market Research, Cost Benefit Analysis, and recommended course of action. -Contractors' past performance in market research and information analysis including previous customers and locations for services provided with-in the last three years and Point of Contact information for the assigned Contracting Officer Representatives (CORs). Please provide a contract number if applicable, and dates of the period of performance. -Qualifications to perform cost/price analysis (does not have to be specific to food service operations). Responses to the Sources Sought containing proprietary or classified information should be clearly marked as proprietary. THIS IS NOT A SOLICITAION OR REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR INFORMATION (SOURCES SOUGHT) ONLY. This Sources Sought is issued solely for information and planning purposes; it does not constitute a Request for Proposal. This Sources Sought does not commit the Government to contract for any supply or service. Further, MICC/JCCoE is not seeking proposals through this Sources Sought and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. Not responding to this Sources Sought does not preclude participation in any future procurement, if conducted. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Please note that MICC/JCCoE will not respond to questions about the policy issues raised in this Sources Sought. MICC/JCCoE may or may not choose to contact individual responders.
