- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 effective May 30, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 -Other Scientific and Technical Consulting Services- with a small business size standard of $14.0M. This acquisition is being procured 100% Small Business Set Aside. Simplified Acquisition Procedures will be utilized. Line Item 0001 Quantity 1 Job. The Contractor shall provide all labor, material, travel and equipment necessary to complete all work required by the following statement of work. Background The Materials Science and Engineering Division, as part of the Materials Measurement Laboratory (MML) of the National Institute of Standards and Technology (NIST), is responsible for standards and measurement methods on advanced metallic materials for the nation. As part of this mission, it researches new, potentially standard, test methods and communicates the results to standards developing organizations such as ASTM International and the International Organization for Standardization (ISO). One measure of NIST's impact on the US economy is the timeliness of the development of standards and standard reference materials that help US industry provide competitive products or services to domestic and world markets. The Materials Science and Engineering Division is currently pursuing standards- and measurement-related research in sheet-metal forming. The tasks in this statement of work support that mission. Objectives The tasks in this statement of work will support the mission of the Materials Science and Engineering division in three areas. (i) They will provide an outside point of view on critical issues in sheet-metal forming standardization; (ii) They will provide critical and timely advice regarding developments and needs in the metal forming industry. (iii) They will provide the Materials Science and Engineering division with skills it currently lacks in the relationship between metallurgical processing and mechanical properties of sheet metal. Scope The contractor shall be responsible for work in one area. The contractor shall participate in national and international standards bodies that develop and maintain national and international standards related to sheet-metal forming and mechanical properties. The contractor shall not represent NIST in any way at any meeting. The contractor's opinions are his or her own. While at technical meetings, the contractor shall not express opinions in a way that other participants could interpret as being those of the National Institute of Standards and Technology. Tasks Task 1 ASTM E28 and ISO TC 164 activities The contractor shall support the work of the Materials Science and Engineering Division in sheet-metal forming by coordinating all activities related to standards for sheet-metal forming. The contractor shall serve on ASTM committee E28.02. In addition, the contractor shall attend the corresponding International Organization for Standardization technical committee, TC164, subcommittee 2 meeting and participate in its deliberations. The contractor's objective at these meetings is to gather information on sheet metal forming standards and provide reports which document all such information. A International Organization for Standardization activities in ductility and formability standards The contractor shall attend the ISO TC 164 (Mechanical Testing of Metals) meeting in Suzhou, China (mid-October, 2014, date not currently established ) and specifically subcommittee 2 (Ductility Testing). Prior to the meeting, the contractor shall become familiar with the issues relevant to sheet-metal forming that are likely to be discussed and presented at the subcommittee 2 meeting. This preparation shall include contacting the subcommittee chair to determine which items will be on the agenda, and preparing to understand those agenda items and their relevance to activities in the NIST sheet-metal forming program, given that there is very limited time available at the meeting. At a minimum, the contractor shall be familiar with any agenda items that are related to (i) high-strain-rate testing of automotive sheet metals, (ii) biaxial cruciform testing of automotive sheet metals, (iii) any tests or standards that involve mechanical properties determined using a reverse loading (aka Bauschinger effect) test, and (iv) any test-measurement developments that employ strain measurement using digital image correlation instead of traditional strain-measurement systems. The contractor shall summarize, in a written report, all the issues raised at the October, 2014 ISO TC164 meeting. The report shall include a summary of the preparation for the meeting, recommendations for possible future work at NIST relevant to issues raised at the meeting, and recommendations for any other issues that affect the US mechanical testing standards community. The report shall specifically address each of the four topics specifically listed in the paragraph above. The report may be utilized by NIST when considering future research directions for the Material Science and Engineering Division in the area of standards for mechanical testing. B Final Report At the end of the contract the contractor shall summarize, in a written final report, the activities in ISO TC164 related to this contract. The final report shall recommend to NIST staff relevant research areas within the scope of TC164. C Status meetings The contractor must meet with the Technical Information Contact via phone on a weekly basis to review progress and discuss reports. Deliverables Task 1A requires a written report delivered by electronic mail to the Technical Point of Contact (TPOC). The statement of work describes its required content. The contractor shall submit a draft report and final report. Acceptance and inspection will be conducted on the research report that the contractor generates. This report shall meet all requirements of the Statement of Work. The report shall be written in clear, plain English with dialogue suitable that a researcher with a PHD in engineering or scientific field would understand. The draft report will be reviewed by the TPOC and written comments will be provided to the contractor. The contractor shall incorporate the changes at no additional cost to the Government and submit the final report. The draft report is due not later than November 10, 2014. The final report is due not later than five business days after receipt of the TPOC comments or by November 30, 2014. Government-furnished property The Government will furnish descriptions of the projects in the NIST Center for Automotive Lightweighting so that the contractor will be familiar with those activities. Any materials, property, data, or information provided by the Government during the performance of this contract remain the property of the Government and shall be surrendered to the Government upon completion or termination of this requirement. All material provided by the Government in performance of the tasks in this contract will remain the property of the Government and must be surrendered to the Government upon completion or termination of this requirement. Travel Travel to ISO TC 164 meeting in Suzhou (China) October 2014 Travel arrangements are the responsibility of the contractor. Travel will be reimbursed in accordance with the Federal Travel Regulations (FTR). Contractor's Minimum Qualifications The contractor employee performing the work shall have a PhD. in a scientific or engineering field or career-level experience involving industrial research on sheet-metal forming processes. In addition, the contractor shall demonstrate extensive experience in national and international documentary standards development and writing. The contractor shall demonstrate experience in metallurgical processing sufficient to develop specified mechanical properties of metals. Place of Performance Work will be performed off site. Government Use Rights The Government shall retain full data rights to all deliverables in accordance with the clause at 52.227- Rights in Data. Period of Performance The period of performance shall be from the date of award of the contract to November 30th, 2014. EVALUATION CRITERIA The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Experience Price Experience shall be equal in importance to price. EXPERIENCE Experience shall be evaluated to determine that the individual that the contractor proposes to perform the required work meets all of the minimum qualifications identified in the statement of work. In determining best value, preference shall be given to the quotation whereas the proposed individual possesses a doctoral degree in Metallurgy, Materials Science, or Mechanical Engineering and/or an individual that demonstrates prior leadership in standards-setting bodies. PRICE Price shall be evaluated for all quoters whose quotations are determined acceptable to complete the required work. Price will be evaluated to determine whether that total price is consistent with the technical portion of the quotation and that the price is fair and reasonable. REQUIRED SUBMISSIONS All quoters shall submit the following: 1. A curriculum vitae that demonstrates the minimum qualifications. Other forms of demonstration such as scientific papers, references to published scientific and technical reports that the individual wrote are also acceptable. 2. A firm fixed price quotation which provides FOB Destination pricing for the required service; 3. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: 4. The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award; DUE DATE FOR QUOTATIONS E-mail only quotations are required. All quotations shall be submitted via e-mail to Erik Frycklund at erik.frycklund@nist.gov. Submission must be received not later than 12:00 p.m. Eastern Time on July 4th, 2014. FAX quotations will not be accepted. An e-mail quotation shall be considered received when it is received in the electronic inbox of Erik Frycklund.
