Description
FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT: Mission Installation Contracting Command Center (MICC), Fort Belvoir, Virginia is seeking a contractor to provide Fort Belvoir, Virginia with the chemical analysis of hazardous materials and hazardous waste, and for soil, water, oil, incinerator ash, paint and building debris, wipe samples, sanitary sewer discharge, and air sample analysis for hazardous constituents. This is a sources sought notice and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the Mission Installation Contracting Command Office (MICC), Fort Belvoir, Virginia to award a contract on the basis of this sources sought request. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB),Small Disadvantage Business, Veteran Owned, and Historical Black Colleges and Minority Institutions (HBCU/MI). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. CONTRACT INFORMATION: Mission Installation Contract Command (MICC), Fort Belvoir, VA is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing Fort Belvoir, Virginia with the chemical analysis of hazardous materials and hazardous waste, and for soil, water, oil, incinerator ash, paint and building debris, wipe samples, sanitary sewer discharge, and air sample analysis for hazardous constituents. The North American Industry Classification System (NAICS) classified for this effort is 541620 Environmental Consulting Services. Small Business Size Standard $14 Million. The MICC, Fort Belvoir anticipates a FIRM-FIXED-PRICE contract for a period of performance for one base year and three (3) one year options. Your company must have a DUNs number and be registered on-line at System for Award Management. Your on-line SAM registration will cover any/all of your offers to the Federal Government, and only needs updated annually. BROAD DESCRIPTION of WORK: This requirement is to provide Fort Belvoir with the chemical analysis of hazardous materials and hazardous waste, and for soil, water, oil, incinerator ash, paint and building debris, wipe samples, sanitary sewer discharge, and air sample analysis for hazardous constituents for the Directorate of Public Works - Environmental and Natural Resource Division located at 9430 Jackson Loop, Fort Belvoir, Virginia. REQUIREMENTS: The Contractor shall comply with the time frames outlined herein for the responses to notification for work, collection of samples, and transportation of samples and notification of sample results. Unless specified by the Government at the time of notification, all collection and analysis of samples shall be handled in the following manner: 1 Non-Emergency situations: Where the Contractor provides a labor for the collection of samples: From the time of telephone or facsimile notification, the Contractor shall have two weeks (5 working days) to colIect, package samples for shipment, transport to the laboratory, and return the sample results to the Government. 2 Non-Emergency situations: Where the Government provides all labor for the collection and packaging for shipment of samples: From the time of telephone or facsimile notification. The Contractor shall have two weeks (5 working days) to transport the samples to the laboratory and return the sample results to the Government. 3 Emergency situations: Where the Contractor provides all labor for the collection of samples: From the time of telephone or facsimile notification, the Contractor shall have 24 hours (1 day) to collect, package samples for shipment, transport samples to the laboratory, and return the sample results to the Government. 4 Emergency situations: Where the Government provides all labor for the collection and packaging for shipment of samples: From the time of telephone or facsimile notification, the Contractor shall have 24 hours (1 day) to transport the samples to the laboratory and return the sample results to the Government. 5 Sampling Requirements: Sampling of sources and substances shall be the responsibility of the Contractor. The Government may from time to time submit an emergency sample or quality control sample for analysis. The Contractor shall utilize all current EPA/NIOSH protocols when obtaining samples. 6 Transportation of Samples: In the event that the Government collects the samples, the Contractor shall provide all transportation and labor to transport samples from the installation to the laboratory for analysis. The Contractor may provide this service in the form of courier and/or express mail services at the Contractor's expense. Pick-up of samples must occur in sufficient time to allow the sample results to be received under the requirements of Section 4.0. Samples shall be held for pickup at the Directorate of Public Works, Environmental and Natural Resource Division, 702 Lowen Road or 9430 Jackson Loop, Room 201, Building 1442, Fort Belvoir, Virginia 22060. 7 Chain of Custody Samples: The Contractor shall ensure that a chain-of custody document is filled out and that a copy is provided to a representative of Fort Belvoir Environmental and Natural Resource Division for each sample collected. These documents shall be provided to the Government by the Contractor and shall comply with requirements of Department of Defense (DOD) Policy for use of recycled paper. All interested firms shall submit a capabilities package and email to daniel.m.quinn1.civ@mail.mil. Submission shall be received by 12:00 PM, Eastern Time, 03 July 2014 and shall not exceed five (5) one-sided, 8-1/2 x 11 pages. This Sources Sought is only for market research purposes in accordance with Federal Acquisition Regulation part 10. This sources sought does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to the sources sought marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Interested offeror's shall submit in a written format via email to daniel.m.quinn1.civ@mail.mil. Phone calls and fax transmittals in response to this sources sought will not be accepted. Personal visits for discussing this announcement will not be scheduled.
