- THIS SOLICITATION HAS BEEN RENUMBERED TO HSCG82-14-B-PMV204 AND IS A TOTAL SMALL BUSINESS SET-ASIDE. THE SOLICITATION PACKAGE AND ALL FUTURE POSTING PERTAINING TO THIS PROJECT WILL BE ISSUED UNDER THE NEW SOLICITATION NUMBER. PLEASE REGISTER AS AN INTERESTED VENDOR UNDER SOLICITATION NUMBER HSCG82- 14-B-PMV204 IN ORDER TO OBTAIN EMAIL NOTIFICATIONS REGARDING THIS PROJECT. SET-ASIDE DETERMINATION This requirement is for construction as defined in FAR 2.101 and is not a commercial service. However, market research was conducted to identify sources capable of satisfying this requirement and determine the Small Business Program appropriate for this acquisition. There is reasonable expectation that two or more offers could be received under several of the small business programs and that award could be made at a fair market price. In accordance with FAR 19.203, there is no order of preference among the socioeconomic programs. It is expected that that there would be more interest and competition under a Total small business set-aside. The solicitation will be posted under HSCG82-14-B-PMV204 after July 2, 2014 on www.fbo.gov. You may contact Gus Vergara for status on this project Gustavo.A.Vergara@uscg.mil. ___________________________________________________________________________ PRE-SOLICITATION NOTICE: THIS IS A PRE-SOLICITATION AND SOURCES SOUGHT NOTICE TO IDENTIFY INTERESTED CONTRACTORS AND DETERMINE THE SET-ASIDE. This project is to furnish all labor, materials and equipment for replacing 10 existing rooftop units with 9 Variable Air Volume type units. Each unit will be configured for a single zone VAV and should provide two reusable washable air filters. Rooftop units shall be the same manufacturer as the thermostat/humidistat controller. All electrical disconnects will need to be replaced with watertight NEMA 4X enclosures made of stainless steel or plastic. The following work MAY include and will be determined at solicitation (furnish all labor, materials and equipment): • New prefabricated heavy-gauge galvanized steel mounting curb • Gasket shall be provided for field mounting The performance period will be at an estimated 45 calendar days. The solicitation will note the correct performance period if more than 45 calendar days. The estimated value of this procurement is between $250,000 and $500,000. The applicable North American Industry Class System (NAICS) 2012 code is 238220. The small business size standard is a three-year average annual gross receipt of $14.0 million. Bid (20%), payment, and performance bonds are required. All responsible sources eligible under the set-aside may submit a bid which shall be considered by this agency. The following are tentative dates for this project: ESTIMATED Solicitation issued: June 2014 ESTIMATED Bid Opening: July 2014 ESTIMATED Contract Performance Completion: November 2014 The solicitation and plans in its entirety and any amendments will be available at no charge online at http://www.fbo.gov. The U.S. Coast Guard is considering whether or not to set aside this acquisition for a particular Small Business concern. At the present time, this acquisition is expected to be issued as a Small Business set-aside. However, in accordance with FAR 19.1202, 19.1303, 19.1403 and 19.1502 if your firm is a Disadvantaged, Woman-Owned, HUBZone certified or a Service-Disabled Veteran-Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Sandra.I.Thibodeau@uscg.mil with "Sources Sought for Project Number 3513075" in the subject line. Please reference the above project number in all correspondence pertaining to this project. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone, SDVOSB set aside and Woman-Owned a notice of Total HUBZone Set-Aside, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside or Notice of Woman-Owned will apply.
