Description
Annex-2 USAID Initial Environmental Examination (IEE) No. Asia 13-86 Annex-1 USAID APS No. APS-442-14-000001 SOL-442-14-000012 THIS NEW SOLICITATION IS ASSOCIATED WITH REQUEST FOR INFORMATION(RFI),RFI-442-14-00001 AND PRE-SOLICITATION NOTICE, SOL-442-14-000006, CIVIL SOCIETY SUPPORT CONTRACT. The purpose of the CCSS Project is to increase the capability of civil society to engage in political processes. For this contract, political processes are defined as the interaction between civil society and the government, at all levels of society, and in all sectors. These processes are not limited to elections or political parties, but rather encompass the entire political environment under which civil society operates. The objectives of this contract are to: 1) strengthen the capacity of civil society in Cambodia; and 2) provide support and technical services to USAID/Cambodia's Office of Democracy and Governance to ensure effective management and oversight of its civil society activities and coordination with other donor initiatives. Tasks under this contract are to focus on increasing the capacity of local organizations, including direct USAID/Cambodia civil society grantees within the democracy and governance portfolio, capacity service providers, and grantees and informal groups supported by the CCSS Project, as well as to the development of Cambodian civil society as a whole. To achieve the objectives, the contractor will implement the following three Tasks that are summarized below. Task 1: Management and Technical Services for USAID/Cambodia's Civil Society Activities 1.1 Develop a Management Information System for the Civil Society Portfolio 1.2 Analyze Civil Society Grantee Reports and Materials 1.3 Track Grantee Compliance with USAID Regulations 1.4 Provide Assistance to Conduct Special Analyses and Respond to Opportunities for Democratic Development Task 2: Support to Cambodian Civil Society 2.1 Administer Legal Defense Fund 2.2 Administer a Democracy and Governance Fund Task 3: Enhance Technical and Organizational Capacity of Civil Society 3.1 Organize Orientation and Ongoing Civil Society Collaboration Forums 3.2 Facilitate Organizational Capacity Assessments 3.3 Assist in Establishing Capacity Development Plans 3.4 Deliver Customized Technical Assistance, Training, and Ongoing Mentoring 3.5 Conduct Monthly Site Visits
