THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The intent of this announcement and the information provided in response to this notice will assist the Government in identify ALL potential sources to include small businesses and socio-economic sources that are capable and qualified to furnish the required products and services identified in the Requirements section of this announcement. The North American Industry Classification system (NAICS) Code is 541360. Please include your company's size classification in any response to this notice. The Northeast Fisheries Science Center of the National Marine Fisheries Service (NMFS) in Woods Hole, MA is soliciting information, on behalf of the Protected Resources Division for research necessary to continue Geospatial mapping expertise, project support and tool development and directly relevant to the NOAA Cetsound project ( http://cetsound.noaa.gov ) and the MarineCadastre.gov portal. This service will require access to data within the OBIS SeaMap and SDERP databases, database management expertise that will enable the transfer of all data products to the NOAA database frame and transfer of integrative and predictive management tools relevant to the NOAA CetSound project and the MarineCadastre.gov portal BACKGROUND The purpose of CetMap is to create regional cetacean density and distribution maps that are time- and species-specific, using survey data and models that estimate density using predictive environmental factors. Separately, to augment the more quantitative density mapping and provide additional context for impact analyses, the CetMap is also identifying known areas of specific importance for cetaceans, such as reproductive areas, feeding areas, migratory corridors, and areas in which small or resident populations are concentrated. Finally, the specific objective of SoundMap is to create mapping products that depict the temporal, spatial, and spectral characteristics of anthropogenic underwater noise. A May 2012 symposium highlighted a number of tasks that needed to be completed to finalize the CetSound products. In addition to these needs, NOAA's Marine Cadastre which provides an integrated marine information system for a broad user base, is interested in integrating the some of the products produced for CetMap within their site. The role of Marine Cadastre is to provide regularly updated ocean information, including in this case updated information on marine mammal density and distributions. Therefore, the objective of this contract is to provide funds to carry out tasks to finalize the CetSound products. In addition, some of these products will need to be provided to Marine Cadastre in the format and manner that fits their information system needs. REQUIREMENTS The Protected Species Branch of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA requires that the following products be completed: Task 1- CetMap products · Provide support for the publication of the 8 separate Biologically Important Areas (BIA) documents, which will involve: 1) preparation and formatting of BIAs for submission to a scientific journal including text formatting and figure preparation, and; 2) support for subsequent changes and final preparations that will be needed for publication of these documents. In co-ordination with Government Working Group (WG) the contractor shall finalize the visual representations of the uncertainty and/or variation included in the CetMap density estimates (for both habitat-based and stratified models). The contractor shall coordinate with the WG to design and implement some simple visual tools to enhance utility of both CetMap and CetSound products for managers. Some examples include tools that provide for: an additive representation of densities for an identified suite of species; simple overlays of SoundMap and CetMap layers; a means to dial through a habitat-based density map to highlight certain percentiles of highest or lowest densities (percentages, quartiles, etc.). The contractor shall manage and coordinate the receipt of data from providers, create GIS-based maps for data as needed, and transfer maps to the NOAA website at the conclusion of the WG’s FY15 data call aimed at soliciting new sources of data that could add value to the CetMap database. TASK 2 - Overarching CetSound integration The contractor shall create GIS-based maps depicting all finalized SoundMap results in the manner requested by the Government’s Working Group (WG). The contractor shall assist the WG co-chairs in responding to periodic requests for access to specific mapped products, by providing GIS files as requested for distribution. The contractor shall produce a CetSound tutorial. This will require close collaboration with the WG co-chairs in order to produce a multi-media web-based tutorial that serves to explain the cetacean and sound mapping products that are available, walk the user through how to understand and interpret them (using examples of both cetacean density and sound maps), and describe the associated caveats and uncertainties associated with the mapping products, thus serving as both an outreach and educational tool. The contractor shall work with the Government to draft a long-term strategy and timeline for transitioning models to the Government for hosting. · TASK 3 - Marine Cadastre products · The contractor shall develop internet map services that can be consumed into MarineCadastre.gov and other web portals; · The contractor shall help create and/or review text for a "landing page" to ensure the MarineCadastre.gov team has accurately represented the types of model data and their processing steps to users; · The contractor shall collaborate with the MarineCadastre.gov team to brainstorm the right species and/or region for creating a story map, provide guidance on the appropriate data to include, and participate in review of story map Period of Performance: Task 1 and 2 shall be completed by July 30, 2015, Task 3 shall be complete by March 31, 2015. CAPABILITIES PACKAGE: All interested parties shall submit a capabilities package explicitly demonstrate the ability to provide the requirements as specified in this announcement. The capabilities package shall be emailed to kelly.taranto@noaa.gov no later than the response date for this sources sought notice. The package must include achievable specifications and any other information relevant to your product or capabilities as it directly applies to this requirement. All response and response contents to this notice will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government.
