- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Mission Installation Contracting Command Fort Carson (MICC-FC) Combined Synopsis/Solicitation Solicitation number W911RZ-14-R-0029 This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, 13, and15 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. Proposals are being requested and a written solicitation will not be issued. The solicitation number is W911RZ-14-R-0029. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, effective 30 May 2014 and Defense Procurement Notice (DPN) dated 28 Mar 2014. Fort Carson intends to award a Firm-Fixed-Price Contract for Hazardous Material Control Center on Fort Carson. This requirement is set aside for Woman Owned Small Business set aside. The North American Industrial Classification System (NAICS) code for this procurement is 493110, standard size $25.5 million. This solicitation closes on 8 July 2014 at 3:00 p.m. Mountain Standard Time. The Contractor shall propose pricing in accordance with this solicitation and the attached Performance Work Statement and the ability to begin performance on 15 August 2014. Performance will be conducted at Logistics Readiness Center (LRC), Bldg 400, 406, and a designated outside fenced bulk storage lot all of which are located on Fort Carson, CO 80913. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA) offer in accordance with the performance work statement, ability to start performance on 15 August 2014 and considering past performance. Technical Acceptability: The Government's technical evaluation team will evaluate proposals to determine technical acceptability. In order to be determined quote mark Acceptable quote mark, a proposal shall demonstrate an approach which demonstrates experience in meeting or exceeding all requirements and objectives of the solicitation and it's attachments to include the requirements identified in the below listed technical factors. Each technical factor will receive one of the following defined ratings: RATINGDEFINITION AcceptableProposal clearly meets the minimum requirements of the solicitation and all attachments. UnacceptableProposal does not clearly meet the minimum requirements of the solicitation and all attachments. Factor a- Staffing Approach: The Staffing Approach must demonstrate that the offeror recruits, retains, trains and effectively utilizes staff that is personally and technically experienced in the successful completion of identical, similar, or related work. Each offeror shall demonstrate that staffing is consistent in meeting work schedules, providing specified services, adherence and compliance with contract terms and conditions, effective utilization of resources, and staying within budgetary limits. Each offeror is required to submit a Staffing Plan which at a minimum shall include management structure and positions, labor classifications, labor hours, cross-utilization discussions, and qualification requirements for each position proposed. Factor b- Management Approach: The Management Approach must demonstrate that the offeror has a clear understanding of the Performance Work Statement (PWS) requirements. The offeror shall demonstrate the corporate experience and impact in successfully completing identical, similar, or related work. Each offeror is required to submit a Management Plan which at a minimum shall describe and demonstrate techniques, procedures, practices, and impact of those on effectively accomplishing the basic functions of planning, organizing, controlling, and executing the PWS and mission requirements. Factor c- Quality Control Program: The Quality Control Program (QCP) must demonstrate that the offeror's proposed program and how the program can effectively accomplish the methods of identifying, correcting and preventing continuous deficiencies and defects in services. Each offeror is required to submit a Quality Control Plan that at a minimum shall identify and describe the specific processes and procedures that are leading and logical predictors of a successful outcome in completing tasks described in the PWS. The Quality Control Plan must also identify the metrics that will logically predict success on these tasks. Factor d- Technical Capability: The Technical Approach must demonstrate that the offeror has a clear understanding of the PWS requirements and identified tasks. The offeror shall demonstrate the performance of PWS tasks for similar work from current or previous customers. The offeror shall also provide a strategy for utilizing their technical expertise and experience to accomplish PWS tasks and demonstrate the relevant business experience that supports that strategy. Each offeror shall also identify the skill mix, key personnel and demonstrate their education level and certifications, technical credibility, skills, and training needed to accomplish the tasks described in the PWS their technical proficiency and expertise in the area of Supply Management, including Global Combat Support System (GCSS) operations, and requirements. Offeror will be evaluated on technical proficiency and expertise with the Hazardous Material Management System. The Government intends to evaluate offers and make award to the best value offeror without discussions based on LPTA; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. The Government will evaluate proposed prices for reasonableness using price analysis techniques. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition. Offers will be evaluated for technical acceptance and if the lowest priced offer is found to be technically acceptable the evaluations will stop and award will be made. Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government's ability to properly evaluate the proposal and may result in elimination of the proposal from further consideration for contract award.
