Construction on Bldg 920 will be of two vehicle maintenance bays and administrative/storage spaces and will consist of reinforced concrete foundation and floor slab, steel framing and trusses, exterior walls and roofing system. All supporting utilities, pavements and landscaping are included. All interior and exterior communications infrastructure is included. Work to be performed at the 914 Airlift Wing, Niagara Falls ARS, Niagara County, NY. Performance time is 180 calendar days. Proposals shall be evaluated utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures. Evaluation Factors will be set forth in Sections L & M of the solicitation. A single Firm Fixed-Price construction contract will be awarded. This solicitation is an 8(a) Competitive local area set-aside. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Buffalo District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) Business Development Participants are deemed ineligible to submit offers. NAICS code is 236220 with a Small Business Size Standard of $33.5M. The SIC code is 1542. The estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00. Bid, Payment & Performance Bonds will be required. The Request for Proposal (RFP) for this contract will be issued electronically at the Federal Business Opportunities website www.fbo.gov under reference number FA6670-14-R-0004 on or after 9 June 2014. Proposals will be due approximately 30 days later. The complete solicitation will only be available electronically at www.fbo.gov. No paper / hard copies will be provided. It is the contractor's responsibility for downloading the RFP documents and for monitoring the website for possible amendments, changes or updates. Contractors must be actively registered in the System for Award Management (SAM) database at www.sam.gov and have their On-line Representations and Certifications completed. Failure to register in the database will render the contractor ineligible for award. Offerors must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil Site visit information will be provided in the bid package (See FAR Clause 52.236-27 of solicitation); prime contractors, subcontractors and/or suppliers may attend the site visit. There will be no public bid opening. This notice does not obligate the government to award a contract nor does it obligate the government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or a proposal.
