- THIS IS NOT A SYNOPSIS / SOLICITATION NOTICE. THIS IS A REQUEST FOR INFORMATION ONLY. A SOLICITATION WILL NOT BE GENERATED FROM THIS NOTICE. This Sources Sought Notice is being issued by the General Services Administration (GSA), Public Buildings Service (PBS), Office of Leasing to identify potential qualified small businesses. Specifically, this notice is being used to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged, HubZone, Certified 8(a), Veteran-Owned, Service-Disabled Veteran -Owned, and Women Owned) to provide the required services. Response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code 531210 -- Offices of Real Estate Agents and Brokers. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. GSA / PBS is seeking qualified small businesses with experience in providing all of the following services: 1) assisting the tenant agency with requirements development; 2) participating in a project orientation with the Contracting Officer's Representative (COR) and the tenant agency; 3) developing and maintaining a project schedule within a web based project management tool; 4) advertising the requirement; 5) analyzing and surveying the market and preparing a market survey report; 6) if required, preparing a cost benefit analysis for the approval by the COR; 7) developing and issuing a Request For Lease Proposal (RLP), any RLP amendments; 8) reviewing and evaluating Offers; 9) negotiating Offers; and 10) preparing the Lease documents, any Lease amendments, and obtaining required signatures, and 11) performing post award services. Submit a Qualifications Statement containing the following information: The geographic ranges for the areas you provide service (within any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, The Republic of the Marshall Islands, and the Republic of Palau) and identify the states in which you hold a current real estate license. Your federal experience as a tenant representative in the following three areas: Requirements Development, Lease Acquisition, and Post Award Services. List the square footage, location, tenant agency, and lease contract value of individual projects. Your firm's organizational structure, including your firm's in-house capability and capacity to perform the work A listing of your small business certifications. Affirmative responses to this notice must indicate business size and type under the NAICS code 531210, and indicate whether your firm is capable of performing all of the services required, as specified above. Responses are limited to no more than 5 pages (single-sided), using a standard 12 point font size. The deadline for receipt of responses is Monday, July 7, 2014 at 5:00 PM EST.
