Description
Statement of Work The Government intends to negotiate on a sole source basis with the U.S. Critical Illness and Injury Trials Group (US-CIITG) at the Massachusetts General Hospital Corporation, 55 Pruit Street, Boston, MA 02114, to organize forums to engage and obtain input and data from its membership to assess the amount of stress being experienced within the healthcare delivery system. The anticipated award will consist of one 12-month base period and three 12-month option periods. ASPR /OEM has identified a need to define, develop, and implement a tiered process to assess the impact an incident is having on the healthcare delivery system stress and to appropriately care for patients in conventional standards of care. This requirement is intended to help inform senior USG leadership decision-making, leverage private-sector knowledge without being intrusive, build situational awareness on resource shortfalls being experienced, inform rumour control, and identify surge and preparedness strategies. The Contractor will be required to facilitate national healthcare professional stakeholder engagement, data collection and reporting, as well as bi-directional communications support to ASPR/OEM. US-CIITG possesses unique qualifications to provide ASPR quality, accurate and timely assessments and information under this requirement because of its established vast nationwide network of intensive and critical care specialists. US-CIITG has created a clinical framework promoting the development of evidence-based clinical protocols and has a "network of networks" of critical care healthcare professionals located across the country. The US-CIITG network of clinical critical illness and injury healthcare professionals spans all ten FEMA/HHS regions. This is an inclusive, nationwide network of healthcare professionals that may be used to cull data, note trends, and generate pilot data. This extensive network facilitates communication streams to efficiently link new knowledge with practice. US-CIITG's unique capability is of particular importance when assessing ventilator capacities and medical countermeasure protocols during potential influenza outbreaks. US-CIITG's network of healthcare professionals consists of critical care specialists who deal with these types of issues on a daily basis. As such, US-CIITG has access to an established pool of critical care specialists that could be efficiently tapped into in a timely manner. The costs to otherwise create those types of services are prohibitive. Moreover, US-CIITG is uniquely postured to gain timely access to reliable data across the intensive care continuum (including prehospital, ED, OR, ICU, floor, rehabilitation). By efficiently and effectively culling data from its members, US-CIITG has a unique ability to quickly and accurately represent the perspectives of critical care professionals. US-CIITG may utilize its existing network of health care professionals to provide ASPR with the unique ability to collaborate on federal programs and actions that could impact the preparation for, response to or recovery from emergencies and disasters impacting state and territory public health and healthcare. US-CIITG is also experienced with creating and testing a national, electronic, real-time data collecting and analysis system for public health emergencies. US-CIITG leadership has several established committees and boards that convene regularly to analyze public health and health system preparedness issues to produce recommendations for state-based public health policy.
