Description

This is a Pre-Solicitation Conference (Industry Day) announcement in anticipation of a potential future procurement program under NAICS code 541519. Subject to FAR 15.201, entitled Exchanges with industry before receipt of proposals, this announcement constitutes a notice for a Pre-Solicitation Conference; hereafter referred to as Industry Day. This Industry Day is not to be construed in any way as a commitment by the U.S. Government, nor will the U.S. Government pay for any cost incurred to attend or any information provided as a result of this event. BACKGROUND The Naval Supply System Command (NAVSUP), Fleet Logistics Center Norfolk (FLCN) is conducting market research to determine industry capability and interest in performing Fleet Deployment Training Program Support (FDTPS)as required by U.S. Fleet Forces Command (USFF). This proposed contract will provide highly specialized, comprehensive, analytical training and technical services in direct support of USFFs Fleet Deployment Training Program. Under this effort, the contractor will provide support required by USFF in the three general areas below: Live, Virtual, Constructive (LVC) Training Program Support Fleet Training Academics and Instruction Support Training Exercise and Event Support Additionally, the support required under this procurement includes, but is not limited to the following: Execution of fleet training within the framework of the Fleet Training Continuum (FTC), Fleet Response Plan (FRP), Fleet Response Training Plan (FRTP); Navy technical and training instructions and manuals; and joint training requirements based on required warfighting capabilities. Assisting in the determination, development, coordination, communication, and implementation of fleet training policy, programs and procedures. Development and execution of training events and exercises, both live and synthetic, supporting unit level training through operational and strategic force training. This includes school-house course development and instruction; war-games and fleet synthetic training (FST) exercises; and Joint Force Maritime Component Commander (JFMCC)/Joint Task Force Headquarters (JTFHQ) level war-fighting capability training requirements. NAVSUP FLCN intends to pursue for procurement the FDTPS services. The purpose of this Industry Day is to share information regarding the USFF FDTPS requirement and to obtain information from industry. This Industry Day event is being conducted for planning purposes in an effort to derive a contract vehicle that will deliver the required support services to USFF and its requisite stakeholders. The anticipated period of performance for this contract will be for a twelve (12) month base period plus four (4), twelve (12) month option periods. Contract award is anticipated to be made on or around 22 January 2015. The U.S. Government will provide the following information as attachments to this Industry Day announcement approximately ten (10) days prior to the event: 1.The draft solicitation statement of work. 2.Industry Day agenda. PRE-SOLICITATION CONFERENCE (INDUSTRY DAY) The one day conference will be held on 27 June 2014, at the Navy Lodge, 7811 Hampton Blvd, Norfolk, VA 23505 from 9:30 AM to approximately 2:00 PM. Doors will open at 9:00AM local time to allow for arrival and registration. Each company will be limited to three (3) attendees due to space constraints. As previously stated, it is anticipated that a draft Performance Work Statement (PWS), any related attachments, and the Industry Day agenda will be provided via Navy Electronic Commerce Online (NECO) (https://www.neco.navy.mil) and Federal Business Opportunities (FedBizOpps) https://www.fbo.gov approximately ten (10) days prior to the event. The anticipated date of solicitation posting is 10 September 2014 on NECO and/or FedBizOpps with an anticipated award date of 22 January 2014. Please note that these dates are only projections and may change. All are requested to monitor NECO and/or FedBizOpps, as this will be the only U.S. Government Point of Entry for all postings. This announcement is NOT a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the U.S. Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the U.S. Government. Reservations must be made with NAVSUP FLCN in order to attend the Industry Day. Interested parties must provide a list of attendees names and the company they will representing along with any questions regarding this announcement to John North (john.w.north@navy.mil) no later than close of business on 23 June 2014. Please note the information within this pre-solicitation conference notice will be updated and/or may change prior to an official synopsis/solicitation, if any.
