Description
The United States Army Contracting Command-Redstone Arsenal, U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), Contracting and Acquisition Management Office, Redstone Arsenal AL 35898, intends to award a sole-source contract to Georgia Tech Research Institute/Georgia Tech Applied Research Corporation (GTRI/GTAR), 505 10th St, Atlanta, GA 30332, Cage Code 1FEZ4, for work to be performed by Georgia Tech Research Institute/Applied Systems Laboratory (GTRI/ASL), a designated DoD University Affiliated Research Center (UARC); the resulting contract is a continuation of support under W9113M-05-C-0194. This effort will be awarded as a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) and Level-of-Effort (LOE) Task Orders (TOs). This effort will have a base ordering period of performance of 12 months and four 12 months option ordering periods for a total of 60 months. Within its core competencies as a DoD UARC, GTRI/ASL will provide USASMDC/ARSTRAT needed expertise in the areas of electric fires assessment, analysis and testing of high power laser weapons and high power microwave weapons (to include analytical and test support of subsystems such as the Apache ISR subsystem and others identified by USASMDC/ARSTRAT), as well as precision guided munitions in an electromagnetic environment. In support of electric fires assessments, analysis and testing, the resulting sole-source contract will also provide analytical and test support of command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) systems (such as the Warfighter Information Network-Tactical system), Integrated Air and Missile Defense Battle Command System (IBCS), and others that are critical to command and control (C2). Additionally, GTRI/ASL will perform fundamental technology research; accomplish technology insertion planning and execution; develop research and engineering strategies for risk mitigation in defense systems and technology programs; design and develop hardware and software models and prototypes and perform technology and engineering analyses to include systems engineering and systems of systems engineering analyses supporting the design, development, interoperability and testing of hardware and software at the component, subsystem, and system level; and quantify the corresponding impacts on composite system performance. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(3)(b), as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii), which authorizes the agency to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the government not to compete this action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered.
