Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ-13-T-1010 and it is being issued as a Request for Proposal (RFP). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-73. This RFP shall be set aside for small businesses and the associated North American Industry Classification system (NAICS) code is 336612 and the business size standard is 500 Employees. Far 52.212.1 Instructions to Offerors- Commercial does apply to this acquisition with no addenda to the provision. Far 52.212-2 Evaluation- Commercial items, does apply to this acquisition. In accordance with FAR 13.106 the solicitation will be procured as Best Value, based upon four (4) factors: 1.Technical Specifications (includes the specifications, and how well the quoted item meets or exceeds Government's requirements and needs); 2.Warranty and Service Conditions 3.Contractor's Past Performance 4.Price. Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items with their offer. This provision is included in Section K of this combined synopsis/solicitation. If you are already registered in ORCA (https://orca.bpn.gov), then you only need to complete paragraph B of this provision if you need to specify any differences from the information shown in your ORCA registration. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. These specific clauses required are detailed in Section 1 of this combined synopsis/solicitation. Offerors interested in responding to this RFP must submit their proposal on the attached synopsis/solicitation. Any questions regarding this synopsis/solicitation must be submitted by email to the point of contact below. In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in the Central Contractor Registration (CCR.gov). The Central Contractor Registry (CCR) has now migrated to the System for Award Management (SAM). Please reference block 8 for proposal due dates. The final date to submit questions is ten (10) days prior to the due date of the synopsis/solicitation.
