- Description
- NASA's GSFC intends to award a Bridge Contract for the Program Analysis and Control (PAAC) III Contract for the Flight Projects Directorate to ASRC Research & Technology Solutions (ARTS) on a sole source basis. The Bridge Contract would ensure continuing performance of mission-critical support currently provided through task orders issued under the PAAC III contract, until the competitive follow-on contract can be awarded. Awarding a Bridge contract to ARTS will avoid unnecessary duplication of effort as competition for a follow-on contract (PAAC IV) is underway. ARTS, as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous complex NASA flight programs such as Global Precipitation Measurement, Geostationary Operational Environmental Satellites, and Joint Polar Satellite System. The estimated non-competitive value of this bridge contract is $37,000,000. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact, not later than 4:00 p.m. Eastern Standard time on July 7, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency. An Ombudsman has been appointed. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html.
