- Presolicitation Notice: The National Park Service, Department of Interior, intends to issue a solicitation on or about July 14, 2014 for performance of the work described below. Electronic documents will be made available free of charge with the solicitation on www.fbo.gov. Paper copies of the solicitation will not be made available. This procurement is being conducted under competitive small business set-a-side procedures and is for the construction services described below. The proposed NAICS code for this acquisition is 237110 Water main and line construction with a size standard of $33.5 Million. This project involves replacing the potable water system at the Fishing Bridge area in Yellowstone National Park. The work includes replacing buried water piping and associated service lines, a new buried water storage tank, and a horizontal directional bore under the Yellowstone River. The Fishing Bridge area is located on the east side of Yellowstone Lake. The closest city outside the park is Cody, Wyoming, approximately 77 miles from Fishing Bridge. The closest park entrance to the project site is the East Entrance of Yellowstone. Between the East entrance and Fishing Bridge, access is over Sylvan Pass along a winding road. There is no access to the area during the winter season, which lasts from approximately the first week in November through the middle of April. No contractor camp will be allowed in the park, however, ten trailer sites are reserved for this project at the contractor trailer park area approximately two miles from the project site. More sites may be available. The sites require a monthly fee to cover administrative costs. The water system project includes installing 17,000 feet of domestic water piping consisting of 4-inch, 6-inch, 8-inch, and 10-inch ductile iron pipe. The project also includes new water main valves, meter vaults, utility vaults, service lines and service meters, fire hydrants, campground water service connections, and other water system appurtenances. The water lines work includes several road crossings with associated asphalt patching and traffic control work, tree clearing, and potential work during non-busy seasons or at night for service connections. The water storage tank work involves constructing a new 450,000-gallon buried concrete water tank on a remote site. The work includes clearing trees, excavation and backfill, the new concrete tank, new piping and valve vaults for the tank, new tank telemetry and controls, and demolishing the existing water tank and vaults. The directional bore under the river includes a 24-inch diameter bore of approximately 1,500 feet length with constrained entry and exit locations. The bore will carry a new flexible PVC water line and several conduits for power, telephone, and fiber optic communication lines. The cost range for the project is from $7.5M - $11.5M. The estimated Period of Performance is approximately 400 calendar days from receipt of Notice to Proceed (Estimated October 2014 - December 2015. TYPE OF ACQUISITION: A negotiated firm-fixed price contract is anticipated to be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance and price to determine the best value (trade-off process) to the government. The government reserves the right to award without discussions. CONSTRUCTION MAGNATUDE for this project is estimated to be between $7.5M and $11.5M. Proposal will be required to be submitted approximately 30 days after the issuance of the solicitation. Offers will be considered from all responsible and responsive small businesses. A preproposal conference and site visit is tentatively scheduled to be held the week of July 21, 2014 (Estimated to be July 22, 2014). Interested parties are urged to attend this meeting to ascertain existing work conditions. Actual detailed instruction for attending the preproposal conference, to include dates and registration procedures required to attend will be included in the solicitation.
