draft SOO This is a Request for Information (RFI). This is not a request for proposals and does not obligate the Government to award a contract. All responsible vendors, including small business are encouraged to respond to this RFI. The Drug Enforcement Administration (DEA) is conducting market research and requests input from industry to assist in requirements planning. The information requested herein will be used within the DEA to facilitate the decision making process and acquisition planning. The DEA will not be responsible for any cost incurred by interested parties in responding to this RFI. Unsolicited proposals or offers of any kind will not be considered in response to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements of any future Request for Proposal (RFP) regarding Analytical Laboratory Instrument Manufacturing will not be accepted or addressed by the Government. The purpose of this RFI is to solicit industry comments of the attached draft Statement of Objective (SOO). The Drug Enforcement Administration (DEA) has a requirement for a state-of-the-art automated liquid/liquid extraction system to replace its twelve-year old system based on an established extraction methodology noted in the Statement of Objective (SOO). The automated system will be free-standing, comprised of computer-controlled state-of-the-art technology, both hardware and software, extract, and analyze powdered and tar-like samples via four Gas Chromatographic Mass Spectrometer (GC/MS) instruments, with maximum sample throughput employing the existing extraction scheme, and include all the appropriate safety features. This notice is released for the purpose of identifying interested sources in instrument manufacturing capable of building a custom system. Please note that participation in this RFI is optional, and not mandatory or necessary for future participation as an offeror in a related solicitation for this requirement. RESPONSES Interested parties are requested to submit a capability statement not more than ten (10) pages in length that demonstrates the respondent's ability to meet the requirement as specified herein. Pages shall be standard size 8.5 x 11 inches, printed on one side (two-sided sheets will be counted individually), and print shall be a standard 11 point font (or larger). The Government reserves the right as to whether or not proposed comments are incorporated into the final SOO and solicitation. In an effort to assist DEA meet our requirement, interested vendors are requested to provide the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; company business size (if small, indicate type); and GSA schedule number (if applicable). 2. A corporate capability statement that includes proposed equipment and software for this requirement, description of previous constructed related systems, and relevant experience described in the SOO. 3. A representative sample of contracts your firm have been awarded to provide the requirements as described in this notice within the past three years. For each contract listed, include the type of contract; total estimated value; contract period of performance (e.g., base and number of option periods); customer (i.e. federal agency) and respective point of contact (e.g., point of contact's name, phone number, and email address). SUBMISSION All responses to this notice shall be submitted electronically to Contract Support Specialist, Amanda Jones, at Amanda.jones2@usdoj.gov no later than 3:00 PM Eastern Daylight Savings Time (EDST) on June 25, 2014. THIS IS A REQUEST FOR INFORMATION NOTICE, ONLY. Please note that the information provided in this RFI is to be used for acquisition planning purposes to determine industry standards, commercial best practices and available sources for the services described herein. This is not a solicitation and proposals are not being requested at this time. This notice is not to be construed as a commitment by the Government to issue a solicitation or award. Responses will not be considered proposals. The DEA will not be responsible for any costs incurred by interested sources responding to this notice. Not responding to this notice does not preclude participation in any future solicitation, if any. If a solicitation is released, it will be synopsized on Federal Business Opportunities website (www.fbo.gov ). It is the responsibility of the potential offerors to monitor FBO for additional information pertaining to this requirement.
