DEPARTMENT OF VETERANS AFFAIRS JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Activity: Department of Veterans Affairs, VA Palo Alto Health Care Facility, 3801 Miranda Ave., Palo Alto, CA 94304 2.Nature and/or Description of the Action Being Processed: Justification and approval for Other than Full and Open Competition for performance improvement consultative to The Advisory Board Company. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Department of Veterans Affairs, VISN 21, has a need to procure multi-year support in the form of an organizational membership that provides consultative services and assistance with addressing strategic issues, operational issues, and management issues. A need exists for comprehensive performance improvement support that includes best practice research, consultative and training services, technology assessment, and business intelligence tools that will provide evidence-based solutions necessary to make informed business decisions and provide a platform to identify and leverage emerging healthcare trends and technology. The organization will have an extensive membership base including many of the country's largest and most progressive hospitals and health care systems; membership should be representative of the public, private, and academic community. The focus of the organization will be to offer a variety of services to support comprehensive performance improvement based on information gathered from membership and beyond. Published studies and customized research briefs on progressive healthcare management and research focuses on the best (and worst) demonstrated practices, helping member institutions benefit from one another's shared experiences and learning curves. As part of the membership, the organization will make available, a team of multidisciplinary and cross functional industry experts who will offer consultative services either in-person and/or on conference calls as required by the specific request for assistance. 4. Statutory Authority Permitting Other than Full and Open Competition: FAR 6.302-1(a)(2). The VA's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). 5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Advisory Board Company is the only organization to combine best practice research, performance technologies, talent development, and consulting in order to support healthcare organizations improve performance. It services 3,100 of the country's largest and most progressive health care systems and medical centers. Given the scope of this relationship, the Advisory Board is uniquely positioned to determine what the most pressing challenges are that healthcare executives face and ascertain best demonstrated practice for managing those issues. The Nursing Executive Center, specifically, is a membership-based program (wholly owned by The Advisory Board Company) dedicated to helping nursing executives and their staffs (directors, managers, and frontline staff) elevate nursing performance and patient care. Serving over 1,900 healthcare organizations, including 8 federal facilities, the Center is the only vendor that provides vetted, membership-based best practice research with a full suite of services proprietary to The Advisory Board Company and its membership programs (Nursing Executive Center) that includes, but is not limited to national meetings, webconferences, data and analytics, benchmarks, step-by-step toolkits, on-site educational presentations, on-demand consultative conversations, and cohort networking as a packaged engagement. See attached for a more comprehensive overview of these services. Currently, the Nursing Executive Center serves eight federal entities and/or their subsidiaries: 1.VA Miami 2.VA Portland 3.Veterans Integrated Service Network #1 4.Veterans Integrated Service Network #11 5.Veterans Integrated Service Network #23 6.Jesse Brown VA Medical Center 7.Dwight D. Eisenhower Army Medical Center 8.National Institute of Health (NIH) Because of these relationships, the Nursing Executive Center is aware of specific challenges and priorities facing the federal sector. Through these memberships, the Center routinely provides research studies, analytical tools, on-site educational sessions, and on-demand access to expertise regarding situations and questions that arise via the executive leadership and line level managers of these federal facilities. Employees of these organizations also attend Nursing Executive Center national meetings and Advisory Board representatives routinely liaise, via in-person visits and phone appointments, with key executives at these institutions in order to best serve their specific needs. Historically, The Advisory Board Company served Veterans Integrated Service Network #21 through the Nursing Leadership Development program. Because of this prior membership, The Advisory Board Company has knowledge of VISN 21's specific challenges and priorities. Through its past membership, The Advisory Board provided research and in-person educational sessions regarding situations and questions that arose via the executive leadership and line level managers of VISN 21. Evergreen (nursing-specific) research topics available to Nursing Executive Center members includes, but is not limited to: "Care Quality and Service - Critical Thinking, Evidence-Base Practice, Patient Safety, Patient Satisfaction "Workforce Development - Continuing Education, Leadership Development and Succession Planning, Organizational Models, Orientation and Onboarding, Performance Management "Business Management - Budgeting and Finance, Dashboards and Scorecards, Information Technology, Strategy "Staffing - Premium Labor, Process Improvement, Throughput and Productivity Specific content from the 2013-2014 research agenda includes The National Prescription for Nurse Engagement, 13 Key Nursing Objectives for Safeguarding Acute Care Margins, and Three Paths to the High-Value Care Team. The Nursing Executive Center is the only organization that can provide the aforementioned comprehensive services to VISN 21 combined with the current and historical knowledge and relationship of other federal sector facilities. The VISN's minimum needs can only be satisfied by unique supplies or services available from only one source (41 USC 253 (c) (1)). 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: None. It was concluded after a thorough search through varies educational, business and consultative data base that The Advisory Board Company is the only provider of best practices, research and analysis to the healthcare industry through a unique membership model. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated total dollar amount of the proposed acquisition is $59,000. The CO determines that this price is fair and reasonable based on prices paid by other VA Facilities listed above under #5. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: An internet search of organizations that provide strategic, operational, and educational resources for all levels of the nursing enterprise, including nurse executives, directors, managers, and frontline staff. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None. This service is not available for competition as The Advisory Board Company is the only authorized vendor that can meet all of the scope of work requirements timely and at a fair and reasonable price. 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
