- The solicitation number is HHS-NIH-NIDA(SSSA) - PSOL-14-304 and the solicitation is issued as a pre-solicitation notice of intent to award a non-competitive contract to BD Biosciences, 2350 Qume Drive, San Jose, CA 95131. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contacts awarded using FAR Part 13- Simplified Acquisition Procedures are exempt from the requirement of FAR Part 6-Competitive Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74, dated May 30, 2014. There are no set-aside restrictions for this requirement. The associated NAICS 334516 and the small business size standard 500 employees. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The National Institute of Neurological Disorders and Stroke (NINDS) laboratory currently has BD LSR II digital flow cytometer equipped with four laser lines (UV, violet, blue, far red) and 12 detectors (also referenced to as photomultiplier tubes or PMTs). This configuration allows for the simultaneous detection of 12 different colors. All members of the lab conduct flow cytometric experiments, and our BD LSR II instrument is used daily. NINDS also have a BD service contract in place to cover the maintenance of this equipment. For this purchase order, NINDS are requesting that NINDS flow cytometer be upgraded to include a 532 nm green laser and 5 additional detectors that will enable NINDS instrument to simultaneously detect 21 colors. There are two reasons for this upgrade. First, NINDS laboratory utilize a variety of different fluorescent protein reporter mice and pathogens that express red fluorescent proteins (e.g. monomeric red fluorescent protein, mCherry TdTomato, etc.). These proteins are not visible on NINDS flow cytometer in its current configuration, and the reason is that NINDs lasers are unable to optimally excite them. A 532 nm green laser is required to optimally excite these red fluorescent proteins. Having a green laser would give us the ability to flow cytometrically analyze NINDS transgenic reporter mice and fluorescent protein tagged pathogens. The second behalf of this upgrade is to increase the number of parameters than can be analyzed simultaneously. As mentioned, NINDS can currently detect 12 colors. The addition of a green laser and new detectors would enable NINDS flow cytometer to detect up to 21 colors. NINDS neuroimmunological research requires daily extractions of immune and resident cells from murine brains. The small number of cells NINDS obtain from each brain limits us to only1 stain per mouse. Thus, NINDS try to maximize the number of parameters (colors) we asses in each stain. An upgrade to a 21-color instrument would improve NINDS efficiency and analytical capacity by increasing the number of parameters from 12 to 21. This would reduce the number of independent experiments NINDS need to conduct because it will become possible to asses a greater number of variables in any single experiments. The purpose of this acquisition is to obtain upgrade NINDS existing BD LSR II flow cytometer with a green laser and 5 new detectors. BD is the only company that sells and services BD LSR II flow cytometers. In addition, BD is the only company capable of upgrading this equipment with a green laser and 5 new detectors. Modification of this equipment by any company other than BD would breach NINDS existing service contract with the company. The Defense Priorities and Allocation System (DPAS) is not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award; the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by June 26, 2014 12:00 EST and must reference number HHS-NIH-NIDA(SSSA)-PSOL-14-304.
