THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS IN ACCORDANCE WITH PUBLIC LAW 109-461. The intent of this Pre-Solicitation Notice is award of Multiple-Award Task Order Contracts (MATOCs) for construction services. All work, including labor, materials, equipment, transportation and supervision shall be provided. Work under these contracts will be performed at the following locations in VISN 16: LOCATIONS VA GULF COAST VETERANS HEALTH CARE SYSTEM - includes the following locations: Biloxi VA Medical Center 400 Veterans Avenue Biloxi, MS 39531 Joint Ambulatory Care Center (JACC) 790 Veterans Way Pensacola, FL 32507 Eglin Outpatient Clinic 100 Veterans Way Eglin AFB, FL 32542 *Panama City Outpatient Clinic Naval Support Activity, Bldg. 387 101 Vernon Avenue Panama City Beach, FL 32407 *Construction of a new clinic is currently planned on Magnolia Drive adjacent to Naval Support Activity Panama City (NSAPC). No address is available for this location at this time. If this clinic becomes operational during the life of these MATOC contracts this location will also be covered by this contract. G. V. (SONNY) MONTGOMERY VA MEDICAL CENTER 1500 E. WOODROW WILSON JACKSON, MS 39216 ALEXANDRIA VA HEALTH CARE SYSTEM - includes the following locations: Alexandria VA Medical Center 2495 Shreveport Highway 71 Pineville, LA 71360 Fort Polk VA Community Based Clinic 3353 University Parkway Leesville, LA 71446 OVERTON BROOKS VA MEDICAL CENTER 510 E. STONER AVENUE SHREVEPORT, LA 71101 SOUTHEAST LOUISIANA VETERANS HEALTH CARE SYSTEM - includes the following locations: *New Orleans VA Outpatient Clinic 1601 Perdido Street New Orleans, LA 70112 Hammond VA Outpatient Clinic 1131 South Morrison Avenue Hammond, LA 70403 St. John VA Outpatient Clinic 247 Veterans Blvd. Reserve, LA 70084 *Due to damage caused by Hurricane Katrina, an outpatient clinic only is currently operating at the New Orleans location. The contract period will be for one year from date of award with four one-year options. The Government anticipates awarding contracts to two, or more, qualified sources. Contract ceiling is $25,000,000.00. Individual task orders will be for a minimum of $500,000.00 and may not exceed a maximum of $10,000,000.00. The solicitation will be issued on or about July 7, 2014. All information for this solicitation will be posted on the Federal Business Opportunities (FedBizOpps) website at www.fedbizopps.gov. No hardcopies will be available. The primary applicable North American Industry Classification System (NAICS) code for this procurement is 236220 and the size standard is $33.5M. The contracts will be awarded using Negotiated procedures. All interested SDVOSB firms must be registered in the System for Award Management (SAM) at www.sam.gov and must be registered and verified as a SDVOSB firm in the VetBiz Vendor Information Pages at www.vip.vetbiz.gov.
