- Description
- 1.This solicitation is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation. 2. The Government intends to award no more than six (6) indefinite delivery, indefinite quantity (IDIQ) Service Contracts for Demolition. The contract term will be a base period of one (1) year plus four (4) one-year option periods. Only the base period of the contract will offer a minimum guarantee. As there are six (6) seed projects for this requirement, each successful offeror may be awarded one (1) seed project for the base period as the minimum guarantee. 3. The Not-To-Exceed amount for the life of the entire contract awards combined, including options, is $22,000,000. 4. The basic award (CLIN) scope of work includes, but is not limited to provision of all labor, safety controls, transportation, materials, equipment, and supervision necessary to perform demolition services to various types of structures at various military installations, Marine Corps Base, Okinawa. 5. Option CLINs 0002 through 0005, are for the continuation of services as stated in item 3 above. 6. This procurement shall utilize the best value trade-off process in issuing one solicitation with the intent to award no more than six (6) IDIQ service contracts for the project entitled, Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Service Contract (MASC) For Demolition Services, Various Buildings At Various U.S. Government Installations MCB Butler, Okinawa, Japan . If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals based on technical factors that include: Corporate Experience, Past Performance, Management Plan and Technical Approach, and Safety. 7. Award will be made to the responsible offerors whose proposals, conforming to the solicitation, are the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 8. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 9. The solicitation will be issued on or about 07 July 2014. Proposals will be due on or about 08 August 2014 at NAVFAC FAR EAST Yokosuka, Japan at the time specified in the solicitation. 10. Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
