- This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74, Effective 30 May 2014 and Defense Federal Acquisition Regulation Supplement (DFARS), current to DPN 20140528(Effective 28 May 2014) Edition. This solicitation is being issued as a Request for Quotation (RFQ) under Solicitation Number W9124R-14-T-0149. This requirement will be Unrestricted. The North American Industry Classification System (NAICS) code is 511210 with a size standard of $35.5 Million Dollars. All responding vendors must be actively registered with the System for Award Management (SAM) prior to award of contract. Information to register in SAM can be found at https://www.sam.gov/portal/public/SAM. All responding vendors must submit their Registration and Representations and Certification with their quote. It is anticipated that a Firm Fixed Price (FFP) Brand Name Only contract will be awarded for this effort. Award will be made on a Lowest Price/Technically Acceptable (LPTA) basis. The TrackEye software is needed for interoperability between systems and data within the systems. The TrackEye software has been purchased in the past and is in use at Yuma Proving Ground (YPG). This acquisition is to purchase additional copies of existing software and continue the effort to modernize YPG's capability to score and process digital video. The software is being used by multiple divisions and by the range support contractor. The different divisions must be able to use the TrackEye processing session archive files that are produced by multiple divisions and the range support contractor. They must all be able to utilize the processing results. The purchase and integration of the TrackEye software will allow the various groups at YPG to collaborate and maximize compatibility of processing results. The purchase of different software would not allow the various groups at YPG to collaborate and to compare processing results. Quotes shall conform to the Contract Line Item Number (CLIN) structure listed below. It is anticipated that the contract award will be issued subject to the availability of funds. Payment will be made through Wide Area Work Flow (WAWF). Offerors shall account for any costs associated with accepting payment. The CSS and attachments will also be located at the U.S. Army Mission and Installation Contracting Command -Yuma website at: http://www.yuma.army.mil/site_contracting.asp. The quotation shall consist of the following Contract Line Item Number (CLIN): CLIN 0001: Quantity: 2, Unit of Issue: Each, Description: TES2D - TrackEye 2D Motion Analysis Module. CLIN 0002: Quantity: 2, Unit of Issue: Each, Description: TES3D - TrackEye 3D Motion Analysis Module. CLIN 0003: Quantity: 1, Unit of Issue: Each, Description: TPCAL - TrackEye Tracking Platform Calibration. CLIN 0004: Quantity: 1, Unit of Issue: Each, Description: TPCOR - TrackEye Tracking Platform Corrections. CLIN 0005: Quantity: 1, Unit of Issue: Each, Description: TESAC - TrackEye Refraction Corrections. CLIN 0006: Quantity: 1, Unit of Issue: Each, Description: TRAINING - 3-Day Onsite Training. Shipping and taxes (if applicable) shall be incorporated into your proposed price. Delivery shall be made to United States Army Yuma Proving Ground (USAYPG), AZ 85365-9498 with FOB Destination. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. All quotes are due by 25 June 2014 at 5:00 PM MST. All inquiries shall be clearly marked with solicitation W9124R-14-T-0149 and sent by email to jason.w.house2.civ@mail.mil As a minimum, offerors shall include with their signed quotation the following information: (1) Company name, address, Dun & Bradstreet Data Universal Numbering System (DUNS) number, and Tax Identification Number (TIN); (2) POC with telephone and facsimile numbers and email address; (3) Proposed price, Arizona vendors are to include the Arizona Transaction Privilege Tax; and (5) Acknowledgment of Solicitation Amendments. Offerors that fail to furnish required representation or technical information as required by FAR provisions 52.212-1 or reject the terms and conditions of this solicitation may be excluded from consideration.
