- Description
- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a Delivery Order to Raytheon Missile Systems Company under Basic Ordering Agreement (BOA) N00019-10-G-0006. The purpose of this action is to establish a new Order for Joint Standoff Weapon (JSOW) Royal Australian Air Force (RAAF) F/A-18 Common Unique Planning Component (CUPC) Weapons Planning Environment (CWPE) Mission Planning Environment (MPE) 4.0, 5.0 and 5.1 and Direct Attack Weapons (DAW) Software. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon Missile Systems Company is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment. Raytheon alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Raytheon at the following address: Raytheon Missile Systems Company, 1151 E Hermans Rd, Tucson, AZ 85756-9367. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD's System for Award Management (SAM) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
