- Description
- The Support Equipment and Vehicles Division at Robins AFB, Georgia has a requirement for a 5-year, firm-fixed price, Requirements-type contract for BEAR Kitchens Program. The following master NSN's are tied to each kitchen and kitchen subsystem (generic NSNs for solicitation purposes only): NSN(s): 7360-01-628-2596EJ (Type I Kitchen), 7360-01-627-8439EJ (Type II Kitchen), 5410-01-626-8712EJ (Type I & Type II Shelter Subsystem), 6150-01-627-7711EJ (Type I Electrical Subsystem), 6150-01-627-7713EJ (Type II Electrical Subsystem), 4610-01-626-5880EJ (Type I Water Subsystem), 4610-01-626-5881EJ (Type II Water Subsystem), and Mission Readiness Spares Package (MRSP) (NSN: N/A) The BEAR Kitchen Program is comprised of modular, deployable kitchens with the electrical and water systems to connect to the BEAR power grid and water distribution systems. The kitchens are used in deployed locations for the feeding of USAF personnel - military, civilian, and support members. There are two types of deployable kitchens designed to support varying camp populations. The Type I Kitchen supports full messing capability supporting 550 personnel. The Type II Kitchen supports limited messing capability supporting up to 350 personnel and is typically used to open a base at an austere location, and is then replaced by the larger Type I Kitchen as the camp grows. BEAR Kitchen Systems also incorporate deployable refrigeration containers for storage of perishable food items. The mandatory, minimum requirements for the BEAR Kitchens will be identified in Purchase Description (PD) PD13WRNZAB10. A Statement of Work shall identify the program requirements including all data deliverables The resulting contract will consist of a basic contract period of 24 months and three annual option periods. The requirement will involve preproduction unit testing in the basic contract period - both contractor - testing as well as Operational Test and Evaluation. The technical specifications of the Kitchen systems and subsystems will be identified in a detailed Purchase Description, and program requirements will be identified in the Statement of Work. Best Estimated Quantities (BEQs) for all systems and subsystems will be identified in the RFP but for synopsis purposes, the BEQs of the Type I and Type II Kitchens are as follows: Type I Type II Basic Period 31 (each) 16 (each) Option I: 30 (each) 20 (each) Option II: 2 (each) 3 (each) Option III: 1 (each) 2 (each) Note that the BEQs are subject to change upon release of the RFP. The RFP is expected to be published on the FBO website around 1 July 2014. Destinations for these units will be CONUS and OCONUS Air Force and DoD installations. There is no minimum or maximum order amounts established. The RFP will contain specific proposal preparation instructions and information relative to how the Government will evaluate proposals for a best value award decision IAW the DoD Source Selection Procedures in FAR 15 as supplemented. As this requirement is set-aside 100% for small business companies, no foreign companies will be permitted to participate in the competition.
