- Attachment B - FISMA ATO Attachment A - GPAT Statement of Work This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The purpose of this sources sought is to identify interested small businesses for Cloud Business Process Management Services for the Department of Labor-Employment and Training Administration, Office of Apprenticeship. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small business concerns, in accordance with FAR Part 19, are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541519 with a size standard of $25.5M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the Statement of Work. Capability packages must not exceed 20 pages and must be submitted electronically. The Contractor shall clearly identify the type(s) of Small Business Concerns on the capability package. Contractors are responsible for all costs for submitting their capability packages. All contractor questions must be submitted via email to Lin.Na@dol.gov no later than 23 June, 2014 at 5:00 PM ET. All capability packages shall be submitted no later than 4 July, 2014 at 3:00 PM ET to Ms. Na Lin at Lin.Na@dol.gov. Small business concerns are to demonstrate their experiences in answering the following: 1. Do you have demonstrated experience developing cloud hosted Business Process Management (BPM) solutions within federal government agencies that have between 200+ concurrent users? 2. Does your current solution (BPM tool and hosting provider) meet the FedRamp standard and all DOL and FISMA security requirements? 3. Do you have documented experience improving business processes with the use of BPM technology by providing process efficiency greater than 25%? 3a. Provide details on both time to market for the development of a solution. 3b. Provide details on process flow efficiency creating improvements for the customers you service with your solution. 4. Does your solution easily integrate with multiple Customer Relationship Management products (i.e. Salesforce). And do you have documented experience delivering a solution with these interfaces? 5. Do you have documented experience to demonstrate the provisions in place to manage the separation of duties required to perform quality assurance testing of the designed solution to ensure all requirements are met and limit risk? Areas or tasks where a contractor does not have prior experience should be annotated as such.
