Description
Drawing Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (i) This solicitation NB688000-14-03684, is issued as a request for quotation (RFQ). (ii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. (iii) This solicitation is a 100% small business set-aside. NAICS Code is 333314, Small business size standard is 500 employees. (iv) This combined synopsis/solicitation is for the following commercial item(s): 0001: AQV suprasil super-polished substrates for high-reflectivity mirrors. QTY 25 each. (v) Description of requirements for the item to be acquired: NIST requires AQV suprasil super-polished substrates for high-reflectivity mirrors per the attached Statement of Work and drawing. (vi) FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. The requested delivery is 12 weeks ARO. Delivery point of contact will be provided upon award. (vii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (viii) FAR 52.212-2, Evaluation -- Commercial Item, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the service offered to meet the agency need), price and delivery date. Technical capability will be evaluated by how well the proposed product meets the Government requirement as stated in Paragraph (v). Technical Capability is significantly more important than price. The Government reserves that right to make an award to other than the lowest-priced offer if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. A FIRM FIXED PRICE PURCHASE ORDER WILL BE ISSUED TO THE RESPONSIBLE AUTHORIZED OFFER WHOE TECHNICALLY ACCEPTABLE QUATION IS DEEMED TO REPRESENT THE LOWEST PRICE. (ix) The offeror must have completed the Online Representations and Certifications Application (SAM) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (x) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xi) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(12),b(16),b(26),b(27),b(28),b(29),b(31),b(38),b(39),b(42),b(48) (xii) FAR 52.232-40, Providing Accelerated Payments to Small Business Subcontractors.
