Deployed Cross Domain Access SOO REQUEST FOR INFORMATION (RFI) DEPLOYED CROSS DOMAIN ACCESS FOR RESPONSIVE CYBER DIVISION/CYBER SOLUTION CELL THIS NOTICE IS A REQUEST FOR INFORMATION (RFI) AND IS NOT A REQUEST FOR PROPOSALS. The purpose is to achieve a Sources Sought Synopsis for market research. The United States Government (USG) will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the USG to form a binding contract. The USG is not at this time seeking proposals. Respondents are advised that the USG will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is considered non-binding. All submissions become the property of the USG, and will not be returned. BACKGROUND: The Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division, Responsive Cyber Branch (HNCY), San Antonio, TX is conducting market research to identify responsible sources and existing Department of the Air Force or other agency contracts, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The USG will also use this information to determine the best acquisition strategy for this procurement. The purpose of this RFI is to collect information that will potentially assist in the development of the technical solutions to cyber needs. The existing 92IOS Cross Domain Solution does not meet mission or accreditation requirements. The 24AF issued a Cyber Need Form (CNF) in 2012 describing a need for a Deployed Access to 92 IOS Operations Center Network; CNF 12‐0135. This CNF requires a methodology for a secure means to conduct Tactical C2 operations to include communication, orders, and confirmed responses. The USG requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The determination of a procurement strategy, based upon the comments submitted is solely within the discretion of the USG. Proposed North American Industry Classification System (NAICS) Code: 511210 Software Publishers Product and Service Code (PSC) is AC65 (R&D - Defense System: Electronics/ Communication Equipment (Operational Systems Development)) REQUESTED INFORMATION: Respondents are requested to provide a concise capability statement/white paper, addressing the objectives in the Statement of Objectives (SOO) and the following questions: All vendors are requested to respond to the requirement by submitting a capability statement (no more than 5 pages) that includes the following items: 1. Propose commercial or non-developmental items that meet the Government's SOO 2. Inform the Government if the stated requirement on a pre-price contract (GSA, NETCENTS or ESI) 3. Provide a high level ROM for the effort 4. Inform the Government the business size standard particular to NAICS 511210 - Software Publishers. 5. Seeking feedback on the Statement of Objectives. SUBMISSION INFORMATION/INSTRUCTIONS: Respondents are requested to provide a concise capability statement addressing the following: Capability statements/white papers must be identified with "Deployed Cross Domain Access For Responsive Cyber Division/Cyber Solution Cell" and are due no later than Monday, 7 July 2014, 4:00 P.M. CDT. Questions regarding this RFI must be submitted and received no later than Friday, 27 June 2014, 4:00 P.M. CDT. Questions received after the required submission date will not be accepted. Telephone calls regarding this RFI will not be accepted. Questions regarding this RFI must be e-mailed to: aflcmc.hnck.workflow.1@us.af.mil HOW TO RESPOND: For Unclassified responses: Send one (1) electronic copy in MS Office 2007 compatible format or Adobe PDF format to aflcmc.hnck.workflow.1@us.af.mil. For classified responses send an e-mail requesting instructions on how to submit a classified response to aflcmc.hnck.workflow.1@us.af.mil. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the USG's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the USG shall arise as a result of a response to this RFI or the USG's use of such information as either part of the evaluation process or in developing specifications for any subsequent requirement. Page Limitation: Five (5), 8-1/2 x 11 pages except for fold-outs used for charts, tables, or diagrams which may not exceed 11 x 17. (This includes charts or drawings.) Typing shall not be less than twelve (12) pitch. Eight (8) pitch may be used for tables and graphics. HANDLING OF INFORMATION: It is preferred that only non-proprietary data be provided. However, proprietary data may be submitted. Proprietary data shall be clearly identified and marked. Any respondent consents to the USG allowing a Federally Funded Research and Development Center (FFRDC) employees, and Systems Engineering and Technical Assistance support contractors, access to the RFI. They will assist the USG on an as needed basis in evaluating the capabilities of the companies responding to this RFI. The role of the support contractors is purely advisory, and the exclusive responsibility for defining requirements and evaluating responses will remain with the USG. The contracts with these support contractors prohibit the unauthorized use or dissemination of any proprietary information companies may submit in response to this RFI. Supporting contractors have signed a nondisclosure certification form prior to being granted access to proprietary information. These executed forms will be available for examination at the AFLCMC/HNCY location.
