Description
***Amendment*** The purpose of this amendment is to change the solicitation posting date. The solicitation will be posted to FedConnect on or about July 1, 2014. The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase two (2) Laser Based N2O Analyzers with an optional additional analyzer to be used in light -duty chassis testing D005 (Site 3 ? Room 511) and light-duty chassis testing D002 (Site 1 ? Room 515). The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. Recently, in response to new N2O emission regulations, instrument manufacturers have developed laser based infrared spectrometers in which the source emits infrared radiation in a narrow band width. This, in turn, eliminates the opportunity for interference as the infrared wavelength emitted by the source is focused in the region where N2O absorbs. One (1) N2O analyzer will be used for continuous and batch analysis of dilute exhaust gas sampled either directly from a CVS (continuous sampling) or a Kynar bag (batch sampling). The system will be installed in light -duty chassis testing D005 (Site 3 ? Room 511) at the NVFEL. This test site is equipped with a Horiba MEXA-One analytical system and Horiba CVS-One sampling system for both continuous and bag analysis of criteria pollutants controlled through a Horiba CDTCS test cell controller. One (1) N2O analyzer will be used for continuous and batch analysis of dilute exhaust gas sampled either directly from CVS exhaust stream or from Kynar bags. The system shall be installed in a light-duty chassis testing D002 (Site 1 ? Room 515) at the NVFEL. This site is equipped with a MEXA 7200 analytical system and a Horiba CVS-7200 sampling system for both continuous and bag analysis of criteria pollutants. The system is controlled through a Horiba CDTCS test controller. The full Statement of Work, which will be included in the solicitation, describes and sets forth the installation and analyzer requirements for the two (2) N20 analyzers and other optional items. The equipment implementation described in the full Statement of Work shall allow for the integration and the ability to fully control the analyzer functions, and data collection, processing and reporting in keeping with the minimum requirements of current operations, while meeting the requirements of 40 CFR Part 86 & 1065/1066 in terms of features, performance, usage requirements, and calibration/verification requirements. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience. The solicitation should be issued on or about May 26, 2014 on FedConnect.net. This office does not intend to mail hard copies of the solicitation.
