- Sandia National Laboratories has over 50 years of experience in all phases of rocket operations, launching over 1500 R&D missions on 60 different types of booster systems utilizing 19 launch sites around the world. Periodically over the last 20 years, Sandia has made the initial investments in the foundation for an affordable, responsive orbital launch system based on the use of advanced sounding rocket technologies. The first flight demonstration is currently scheduled for November 2014. Commercial partners are being sought to invest in the further development of this technology to create a product that could be employed by the industrial community for the purpose of supplying dedicated small satellite launch services to this underserved market. Opportunity Description: Sandia is seeking a Cooperative Research and Development Agreement (CRADA) with an Aerospace Industry partner with capabilities that could be employed in the design, development, and demonstration of a missile system under $20M. The potential partner must be able to operate in an Export Controlled Information and ITAR environment. The objective of this partnership would be to successfully transfer the knowledge and practices encompassed in the Sandia Super Strypi team over the course of two to three launches to a qualified provider of such services. The specifics of the duration of the technology transfer effort and the on-going relationship with Sandia are negotiable. Qualified partners will need to contribute resources, including funds-in-support to Sandia, for which an estimated minimum of $5M would be required, not including the cost of an initial launch. Partners must be able to commit to a full build, test, and launch campaign from beginning to end that could potentially last up to 18 months. It is likely that a majority of the time would be spent at Sandia facilities, although other operating models could be explored. Information Sought: A detailed description of relevant background experience, expertise, and capabilities that could be brought into a collaborative partnership with Sandia National Laboratories is solicited with this announcement. The following information is requested. In addition, interested parties may provide any additional information that would detail capabilities. • Description of experience in implementing launch procedures and graded mission assurance. • Description of experience in mechanical systems, ground support systems, avionics systems, NG&C, and electrical ground systems. • Description of experience in systems integration, launch expertise, and rapid prototyping • Description of experience in integration and test of an aerospace system including hazardous operations, critical lifting, and ordnance. Instructions to Responders: Interested parties that meet the Mandatory Requirements provided below are invited to respond to this RFI. Any proprietary information would be properly identified and marked as such. Any information provided in response to this RFI will not be returned. Any and all responses are voluntary and Sandia National Laboratories will not pay for any information submitted in response to this RFI. Responses should be emailed to jdmarti@sandia.gov and should include the RFI title and the submitting organizations name in the subject line. Attachment size should not exceed 5MB and only the following document types will be accepted (.pdf). Responses should be submitted electronically no later than the closing date of this posting. Evaluation Criteria: Sandia National Laboratories will evaluate all responses and select prospective parties with which to engage in further discussions. The selection is based on, but not limited to, the following criterion that is aligned with Sandia's Technology Transfer mission: Mandatory Requirements: 1. U.S. Firms able to enter into a CRADA with Sandia National Laboratories. 2. Compliance with Federal Export Control requirements per the Department of State, to include operating in an Export Controlled Information and ITAR environment. 3. Organizations capable of providing a minimum of $5M funds for technology transfer costs to Sandia National Laboratories. 4. Verifiable evidence of access to necessary facilities. Desired Requirements: 1. Demonstrated experience implementing launch procedures and graded mission assurance 2. Demonstrated experience, expertise, and capabilities in mechanical systems, ground support systems, avionics systems, NG&C, and electrical ground systems 3. Demonstrated experience, expertise, and capabilities in systems integration, launch expertise, and rapid prototyping 4. Verifiable evidence demonstrating past performance and related experience in the ability to build, integrate, and test a system of this nature Past Performance and Related Experience Past performance is a measure of the degree to which a Responder satisfied its customers in the past and complied with Federal, State and local laws and regulations. Sandia National Laboratories may contact Responder's customers/references to ask whether or not the: 1. Responder was capable efficient, and effective; 2. Responder's performance conformed to the terms and conditions of its contract; 3. Responder was reasonable and cooperative during performance; and 4. Responder was committed to customer satisfaction. In addition, Sandia National Laboratories may utilize any sources of factual information in evaluating past performance, including sources not included in the Responder's response. In order for Sandia National Laboratories to review the Responder's Past Performance and Related Experience, the Responder must provide the following information on the two most recent projects of a similar size and closely related to this technology development: 1.
