Description
SOW This is a synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, Simplified Acquisitions Procedures. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. This is a Notice of Intent. The announcement number for this acquisition is NIH-OLAO-OD3-NOI3407323 and is being issued under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated award date July 7, 2014. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 dated January 30, 2014. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of 500 employees. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institutes Deafness Communication Disorders, intends to procure on a sole source basis from Fluidigm Corporation, a new Standard Service Agreement on C1 Single-Cell Auto Prep System, S/N 110092. Period of Performance: One (1) Base year plus Four (4) option years. NIDCD purchases this piece of equipment on 6/18/2013 with a one year warranty which expires on 7/25/2013 so a service agreement is needed to keep it in optimal running condition and currently being used in the laboratory. This equipment will be used in the Laboratory of Cochlear Development studies the development of auditory organs in mammals and other vertebrates. Our major focus is on morphogenetic changes during cochlear development. We investigate gene expression, protein expression and modification, cellular movement and patterning, cell fates, etc.,in cochlear of the normal and mutant mice. Single cell gene profile is an important principle in our studies of cell fates in cochlear development. Fluidigm Corporation is the only contractor who has trained personnel to service and maintain their equipment so changing vendor at this time would result in interruption of studies in progress. This is a fixed-price contract. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 10:00 AM Eastern Standard Time (EST), July 2, 2014 to Ms. Shirlene Smith via e-mail to ssmith@od.nih.gov. Emailed submission ONLY will be accepted. All information furnished must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
