Description

J&A dtd 18 June 14 HF Bottomside Ionoshpere 23 June 14, the J&A for this effort was approved on 18 June 14 and is attached. I 1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY. This Justification for Other Than Full and Open Competition is being processed by AFRL/RVKVB in support of AFRL/RVBX in order to justify a sole source contract to the University of New Mexico (UNM) for access to and use of the Long Wavelength Array (LWA) radio telescope, as well as the university's experimental expertise in reducing, processing, and analyzing the data using super-resolution or similar techniques, and in publishing the results in coordination with AFRL/RVBX.
