- The United States Property & Fiscal Office (USPFO, West Virginia) proposes to enter into a contract on a basis of other than full and open competition under statutory exceptions in accordance with FAR 13.501(a)(1)(ii) under the Commercial Items Test Program for commercial items under section 4202 of the Clinger-Cohen Act of 1996 or the Services Acquisition Reform Act of 2003 (41 USC 428a {41 USC 1903 and 1904), with Motorcycle Safety Foundation, Irvine, CA, 949-727-3227. Motorcycle Safety Foundation (MSF) is the developer and provider for this training and supports the requirements of DODI 6055.4 and AR 385-10 as they relate to motorcycle safety training. The objective of this service contract is to transition, train, and certify Rider Coach Trainers and Rider Coaches on the new MSF Basic Rider Course (BRC) 2014 (Updated). End result is that each Trainer and Coach achieving course standards will be able to provide BRC training to National Guard members in accordance with MSF policies and practices at their respected level. Riding soldiers completing BRC will meet initial requirements of AR 385-10. This training is multi-echelon and interdependent; one portion cannot be completed without the other. Summarily, the MSF will provide required personnel, instruction and classroom material to provide: Transitional Rider Coach Trainer Prep Course, Transitional Rider Coach Prep Course, Rider Coach Trainer Prep, Rider Coach Prep Course, and BRC Course. All training, curriculum, and material will be on the new MSF BRCC 2014 (Updated). The Performance Work Statement is in the attached file. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 5 days, 27 June 2014, 4:00 pm EST, after publication of this notice to the effect comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
