Description
The purpose of this amendment is to provide answers to questions that were submitted. Also this solicitation will be extended from June 25, 2014 @ noon CST to July 2, 2014 @ noon CST. 1.Does the VAMC want this contract to be fulfilled using Cisco Systems products or will products by other manufacturers be considered? The contractor should propose their own solution. The VA will not specify manufacturers. 2.If the vendor needs to provide cable runs for Access Point connectivity will these runs be at no cost to the government? Yes. 3.What is VAMC's preferred method for access point installation? (i.e. Hidden with ceiling plenum, Attached to ceiling plenum T-Channel) Hidden with ceiling plenum Within 4.Does VAMC Memphis only want to provide a single wireless network/SSID or will multiple SSIDs with varying levels of access and bandwidth be provided? No. A single SSID will be accurate. 5.Will VAMC Memphis consider a solution that provides high levels of redundancy and resiliency approaching 99.99999% uptime albeit at a higher cost? No. 6.Regarding requirement 16, will the burstable capability be the only option that will be at no cost to the government or does the vendor need to provide all internet connectivity at no cost to the government? Yes, Vendor provides all internet connectivity at no cost to the government. Please provide a minimum 50 megabytes download by 10 megabytes upload. 7.Please provide the additional diagrams mentioned in requirement 9. See attached drawings 8.Can you please send the correct.pdfs floor plans for the 1st and 2nd floors of the SCI building where the wireless would need to be installed? See attached drawings 9.Should the vender provide the internet CKT? If so what seize ckt are you requiring? Yes the internet service must be provided by the vendor. Please provide a minimum 50 megabytes download by 10 megabytes upload. 10.What is the purpose of the listed equipment? Is the intention to completely replace it? Or utilize what is there? Yes the intention is to completely replace the equipment. 11.Will complete specs of the existing equipment be provided? N/A. The intention is to completely replace the equipment. 12.The SOW does not mention any kind of RF site survey. Has this already been done? Or does it need to be priced? The site survey and system design is the responsibility of the vendor. 13.In parallel to the previous question, is there an existing BOM for new equipment? No. The intention is to completely replace the equipment. 14.What is the square footage of the 1st and 2nd floor spaces where patient wireless is required? 1st Floor 85074 Square Feet; 2nd Floor 46754 Square Feet 15.Is there existing OI&T wireless in place in this unit? Yes 16.What is the expected growth rate beyond the initial 100 concurrent users? None 17.Requirements state: "Wireless service should be available to end users 99.9% of the time". Is the infrastructure that will be supporting said wireless network operating at this level of availability? The infrastructure is the responsibility of the vendor to provide. 18.Requirements state: "System-wide outages should be identified within 30 minutes of the outage" Can the customer more clearly define what "identified" entails? For example, does this mean that an outage must be determined by the vendor and reported to the customer within 30 minutes? Yes. It must be detected and reported within 30 minutes by the vendor. 19. Requirements state: "Complete restoration of services is expected within 2 hours of a wireless outage" Will the customer allows remote access to the wireless system for troubleshooting? If not, assets will need to be placed within a very small radius of the customer's site to facilitate this requirement. Yes. 20. Are there any additional requirements, such as customer area fire code (usually as it pertains to cone of interference for sprinkler systems), or regional building code requirements that may impact placement of wireless nodes? Yes, federal, local, and state fire codes and regional building code requirements must be followed. 21.Is there any specification regarding signal strength required for the network throughout these coverage areas? No 22.We remain somewhat confused with regard to the presence of an existing service - is there an incumbent provider? If so, who is it? Yes, World Spice Inc. 23. What sort of coverage currently exists and is it throughout the entire facility? What contract reference # was it awarded under? Coverage on for the Spinal Cord Injury Department only. World Spice Inc. PO614-C10963 24.Is this opportunity viewed as more of a network expansion where the incumbent provider will have a dramatic advantage over other respondents or is this a new, stand-alone opportunity? This is a new requirement. 25.We remain confused regarding bandwidth - Is there already a circuit in place? If so, what is the capacity and who pays for and manages this circuit? If not, what is the required minimum bandwidth and will the respondent be responsible for provisioning this circuit? There is a service in place already. The service will be terminated. The vendor is responsible for providing their service. 26.It's unclear in the scope, is the VA is providing an internet connection that is already in place in building 6? No. 27.There is a list of existing equipment which was installed in 2008. Is any of this end-of-life equipment envisioned to be a part of the network? We would advise against this. This equipment will not be reused. The intention is for the vendor to provide new equipment. 28.Of the existing installed equipment, is the connection between Building 6 and SCI building already in place? If so what type of connection is it? VA will provide dark fiber. 29.What are your requirements with regard to content filtering, if any? No filter is required at this time. 30.Two hour repair time is a very stringent standard and will drive significant costs for a non-mission-critical service. Will the VA consider revising this requirement to something more realistic and less costly to the VA? Yes. We will accept 4 hours Return to Service. 1.With regard to the specified 2hr repair time, is it 2hrs from the time of outage determination or 2hrs from outage? 4 Hours Return to Service from detection or reporting; whichever one occurs first. 2.Will access be provided after hours and weekends to meet the 2hr requirement? Yes. 3.Does the 2 hour on-site response include nights and weekends? ( A service request made at 2 am would require an onsite tech by 4 am - is that what is expected? ) Yes. 4.Would 4 hour onsite during business hours or next business day be and acceptable service response SLA? No. 31.The requirement is to provide access codes that will be used to limit access to the network. How many codes will be required and will they be reused or will a continuous set of codes need to be provided based on patient rotations? Does the current system possess the capability to generate the codes as it will be handed over to the new vendor? Provide unlimited, unique user access codes or username/password combinations.
