This Combined Synopsis is AMENDED due to the fact that the request for a Second Year Warranty was omitted from the Price/Schedule List. Consequently, this requirement is. "Handpieces shall be made or encased of stainless Steel construction. They must be totally sealed to prevent water from invading the internal motors and allows all of the power sets parts to go through an automatic washer. "The handpieces shall be able to accept or have interchangeable size batteries such as large batteries for large bone work total joint procedures and small batteries for small bone work for sports medicine/ trauma. "The drill handpiece shall fit both a reciprocator saw attachment and a small sagittal attachment for sports medicine or small bone work, drills, and suction attachment. "The pin/wire driver adapter for the drill shall accommodate all sizes from 0.6mm to 4.0mm without changing attachments. Only need one wire/pin driver to do the job. "The drill shall have a twin trigger rotary mechanism with instant forward, reverse, and oscillate drill/tap modes, and an attached/built in quick change drill/reamer gearbox eliminating dedicated attachments. "The drill shall have two different speeds, speed ranging from 75-1300 Rpm, reaming speed 20-300 Rpm, a torque of 17Nm or higher, and a cannulation diameter 4.2mm. "The drill shall have a reverse/forward switch at triggers allowing a toggle of a finger while the hand remains on the hand grip (one hand operation). "Drill shall have a conical pin attachment to ensure NO wobble when using a Jacobs attachment. "The Sagittal saw shall have a ratchet locking mechanism to secure blade, allowing the blade to stay on plane and no skiving of the blade. (B)Batteries: "Batteries shall be aseptic drop-ins into battery casing of handpiece. The batteries shall have Li-ion (lithium) technology. "The battery casing shall have a visible indicator to indicate the battery housing is locked in place once battery is installed. "Trays sets inserts shall come in sealed metal containers for flash sterilization. (C)Services/ Maintenance: "Vendor shall offer on-site preventive maintenance program with quarterly visits. "Loaners shall be delivered within 24 hours to the medical center when needed. "Local representative (located within a 3 hour driving radius) for ongoing inspections of equipment and immediate resolution of any equipment issues. "Vendor shall provide replacements of aseptic batteries to the medical center at no additional charge for the life of the drill. vii.The date of delivery shall be not later than 30 days ARO (After Received of Order) or sooner to the Asheville VAMC 1100 Tunnel Road, Warehouse, Asheville, NC 28805, FOB Destination, Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. viii.52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Next, the lowest priced offer shall be evaluated for technical acceptability. This is a Brand Name or Equal requirement. Technical acceptability shall be evaluated on a pass/fail basis considering whether the proposed product meets or exceeds the salient characteristics of the deSoutter OrthoDrive Power Instruments. 3. If the lowest priced offer is determined technically acceptable, that offer represents the best value to the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. 4. If the lowest priced offer is not determined technically acceptable, the next lowest priced offer will be evaluated for technical acceptability and the process will continue in order by price until an offer is judged technically acceptable. x.52.212-3, Offeror Representations and Certifications - Commercial Items. VAAR 852.203-70 COMMERCIAL ADVERTISING (JAN 2008) - The bidder or offeror agrees that if a contract is awarded to him/her, as a result of this solicitation, he/she will not advertise the award of the contract in his/her commercial advertising in such a manner as to state or imply that the Department of Veterans Affairs endorses a product, project or commercial line of endeavor. (End of Clause) VAAR 852.211-70 SERVICE DATA MANUALS, MECHANICAL EQUIPMENT (JAN 2008) - The contractor agrees to furnish two hard copies of a manual, handbook or brochure containing operating, installation, and maintenance instructions (including pictures or illustrations, schematics, and complete repair/test guides as necessary). Where applicable, it will include electrical data and connection diagrams for all utilities. The instructions shall also contain a complete list of all replaceable parts showing part number, name, and quantity required. (End of Clause) C.4 VAAR 852.215-71 EVALUATION FACTOR COMMITMENTS (DEC 2009) 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2012) (a) Definitions. As used in this clause- (1) Contract financing payment has the meaning given in FAR 32.001. (2) Designated agency office has the meaning given in 5 CFR 1315.2(m). (3) Electronic form means an automated system transmitting information electronically according to the Accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests. (4) Invoice payment has the meaning given in FAR 32.001. (5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract. (b) Electronic payment requests. (End of Clause) VAAR 852.246-70 GUARANTEE (JAN 2008) - The contractor guarantees the equipment against defective material; workmanship and performance for a period of 12 months, said guarantee to run from date of acceptance of the equipment by the Government. The contractor agrees to furnish, without cost to the Government, replacement of all parts and material that are found to be defective during the guarantee period. Replacement of material and parts will be furnished to the Government at the point of installation, if installation is within the continental United States or f.o.b. the continental U.S. port to be designated by the contracting officer if installation is outside of the continental United States. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
