- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. USAMRAA intends to negotiate, on a sole source basis, a firm-fixed-price contract to the National Academy of Sciences (NAS), Institute of Medicine (IOM), 500 Fifth Street NW, Washington DC 20001-2721, for membership of the Forum titled, quote mark Microbial Threats to Health: Emergence, Detection, and Response, and the U.S. Commitment to Global Health quote mark for the Armed Forces Health Surveillance Center (AFHSC). The forum is a continuation of a regularly convening mechanism for representatives from all sectors to discuss the most pressing infectious disease issues today. The members consist of international, national security, plant pathology, and medical entomology communities. The forum strengthens the global links within the public health, clinical medicine, plant pathology, veterinary medicine, basic research, policymaking, and pharmaceutical communities that are involved in the detection, surveillance, and mitigation of emerging, reemerging, and novel infectious diseases. The sole source cites Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies or services will satisfy agency need. The North American Industry Classification System (NAICS) code is 541690 and the size standard is $7M. The resulting award will be for a base year (12-months) with two 12-month option years. This notice of intent is not a request for competitive proposals however, if any interested party believes they can meet the above requirement, a detailed capability statement can be submitted via email to Erin Maddox at erin.j.maddox.civ@mail.mil. Any responses, in writing, to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. No faxed or mailed documents will be accepted. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will solely be used for determination of the acquisition strategy. If no responses are received by 11 July 2014 at 1100hrs eastern standard time, an award will be made as intended.
