Description
The U.S. Fish and Wildlife Service has a requirement for irrigation services at Sonny Bono Salton Sea (SBSS) National Wildlife Refuge (NWR) located in Calipatria CA (Imperial County). Project is a small business set-aside. Applicable NAICS code is 115116. Small business size is defined as $7 million or less annually when averaged over a three year period. Project will include a base and three option years. Summary of Work: The SBSS NWR provide foraging habitat to approximately 40,000 geese each winter. To accomplish this goal, the Refuge plants about 900 acres of rye grass on farm fields throughout the Refuge. Irrigation is needed to establish this crop beginning around September 10-15 and continuing to maintain the crop into December. Normal irrigation water deliveries occur on a 24 hour cycle and so irrigation services are needed on 24 hour cycles to ensure that water delivery occurs where it is needed and efficient use of Refuge water is accomplished. Up to ten fields will be flood irrigated under this contract, with most fields ranging from about 60 to 150 acres in size. Labor supporting irrigation is also needed including minor ditch repairs, ditch cleaning and herbicide application. Evaluation Factors for Award Source selection process will be Lowest-Priced, Technically-Acceptable. Lowest priced proposal will be based upon lowest hourly rate. If the lowest priced proposal is technically acceptable, award will be made and no other quotes evaluated. If the lowest priced quote is not technically acceptable, the Service will evaluate the next lowest priced quote and so on until a quote is identified to be technically acceptable. In determining whether a quote is technically acceptable, the Service will be asking for a technical proposal (not-to-exceed five pages) that specifies at least one (1) project in the last three (3) years showing similar capability/experience in performing all elements of work as described in the attached statement of work. Solicitation Number F14PS00698 and attachments will be posted to FedBizOpps on June 24, 2014 with quotes due by close of business on July 2, 2014. No further notice will be posted on Fedbizopps.
