Description
Amendment 0001 with revised RFQ Amendment 0001 to request for quote CPSC-Q-14-0206 is hereby issued to include the following questions and answers: QUESTION 1: The statement of work contains the following: •4.5 During performance, if modifications to vehicles or other study elements require adjustment by CPSC, the resulting changes will be negotiated between the government and contractor by mutual agreement. Does this mean that the changes could be ones that required contractual/financial negotiations? That is, does Section 4.5 mean that additional funding could be negotiated after the contract is awarded if project requirements or tasks are modified or extended? ANSWER: Paragraph 4.5 will be deleted from the statement of work (SOW). Please see the revised SOW attached. QUESTION 2: We would like to propose several "Optional" items in our proposal. These optional items might include such things as measuring the bounce stiffness and roll stiffness of the vehicles in their as delivered and modified states. Is it okay for us to include optional items in our proposal? Answer: No, you may not include optional line items. Please submit a firm fixed price as noted in Volume 3: Price for the requirements in the SOW. QUESTION 3: We would like to propose an item of funding for "miscellaneous" purposes to provide a means to provide funding for vehicle modifications that would be beyond what we scope as baseline modifications. We would like to propose a baseline price for vehicle modifications, but if the actual CPSC-agreed-upon modifications cost more than what we have in the baseline pricing, we would like to have a mechanism in the contract to cover costs above the baseline price. Is this okay to include in our proposal? Answer: No, please submit a firm fixed price as noted in Volume 3: Price for the requirements in the SOW. The U.S. Consumer Product Safety Commission (CPSC) intends to procure measurement and testing investigations into modifications that can be made to all-terrain vehicles (ATVs) and how those modifications affect vehicle stability. THE CONTRACTOR MUST BE ABLE TO PERFORM ALL TESTS NOTED IN THE STATEMENT OF WORK. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for vehicle measurement characteristics as stated in the attached statement of work. The following provisions and clauses are enclosed in the solicitation attachment: 52.212-1, 52.212-3, 52.212-4, and 52.212-5. ALL QUOTES MUST BE VALID THROUGH AUGUST 31, 2014. The NAICS Code and the small business size standard for this procurement are 541380 and 500 respectively. All responsible sources may submit an offer which shall be considered by the agency. If you are interested in this award, then please complete the attached RFQ as follows: •1. Cover sheet please submit your company's name, DUNS number, address, email and telephone number. All quoters must have a Tax Identification number and be registered with SAM ( www.sam.gov ) 2. Please review the Statement of Work found on pages 1 through 5. 3. Review the Additional Information to Quoters section (pages 31-34) for instruction on submitting a quote. 4. Please email all questions to aahmad@cpsc.gov no later than June 20 at 10AM EST. (no calls please). The Due Date for responses is July 8 at 9AM EST. Please send your quotation via email to AAhmad@cpsc.gov with the three separate attachments noted in the instructions.
