- SOURCES SOUGHT The U.S. Environmental Protection Agency (USEPA), Office of Acquisition Management (OAM), Superfund/RCRA Regional Procurement Operations Division (SRRPOD), is conducting a sources sought FOR INFORMATION PURPOSES ONLY to determine whether small socioeconomic business capabilities exist to support this requirement. PLEASE NOTE THIS IS NOT A REQUEST FOR PROPOSALS. This notice is applicable to North American Industry Classification System (NAICS) code 561210 ? Facilities Support Services and has a size standard of $35.5 Million. EPA is in search of small socioeconomic businesses (such as Alaskan Native, 8(a), HUB Zone, or Service Disabled Veteran-Owned Small Businesses (SDVOSBs)) to provide Facilities Support Services for Logistics and Warehouse & Equipment Support activities in support of EPA?s mission in protecting human health and the environment and for its role under the National Response System (NRS) for the Superfund Programs of the U.S. Environmental Protection Agency Region 6 (Texas, New Mexico, Oklahoma, Arkansas and Louisiana). The services to be provided shall be in accordance with all environmental statutes as appropriate. A draft Performance Work Statement (PWS) is available for your review, comments and questions on the FedConnect website: www.fedconnect.net under this sa me Sources Sought. Effective February 1, 2014, the EPA?s Office of Acquisition Management began using FedConnect as the communications web portal for all solicitations and contracts above the micropurchase threshold, unless an exception applies. Therefore all potential offerors must be registered in FedConnect in order to submit proposals in response to future OAM procurements. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. It also provides an open channel of communication with the government that is both secure and auditable. Through FedConnect contractors will be able to receive, review and respond to contract administration actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. There is no charge to use FedConnect. Interested parties must possess the experience and capabilities to provide Facilities Support Services for both Logistics and Warehouse & Equipment Support as well as the ability to provide (1) Progress Reports for Monitoring Costs and Progress of Work; (2) Task Order Work Plans; (3) Project Reports; and (4) Cost Recovery Documentation. The Contractor shall perform in accordance with all applicable guidance, regulation, and law. The contractor must be familiar with all U.S. environmental statutes (e.g., Emergency Planning and Community Right-To-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Clean Water Act (CWA) and Toxic Substances Control Act (TSCA), or successor statutes), but must possess particular, demonstrable knowledge of the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) as amended by the Superfund Amendments Reauthorization Act (SARA), and the Small Business Relief and Brownfield Revitalization Act (?Brownfield?s Amendments?) requirements. EPA?s role under the National Response System is to respond to emergencies within its area of jurisdiction, for releases/discharges or threats of releases/discharges of oil, hazardous substances, pollutants, contaminants, or fire or explosion hazard. This includes responding to natural disasters and acts of terrorism as part of a broader Federal response under the Emergency Support Function 10 (ESF 10) of the Federal Response Plan, the Stafford Act of 1990, the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Oil Pollution Act of 1990 (OPA), the Clean Water Act (CWA), or other applicable Federal laws. Also included in this responsibility is to coordinate all federal, state, local and private efforts associated with responding to environmental emergencies under several federal and regional contingency plans. Other responsibilities include responding to nuclear, biological, chemical, radiological (NBCR) events and to assist in a disaster or counter terrorism/weapons of mass destruction (CT/WMD) incidents. EPA also supports states and communities in their preparedness and response activities as part of its mission. Each of the support activities listed in this PWS is interrelated with and dependent upon the others. EPA?s role under the National Response System is to respond to emergencies within its area of jurisdiction, for releases/discharges or threats of releases/discharges of oil, hazardous substances, pollutants, contaminants, or fire or explosion hazard. The Agency?s responsibility to the public requires the ability to provide logistical support to the EPA On-Scene-Coordinators (OSCs) and other federal officials implementing EPA?s responsibilities under the national response system. The Agency?s responsibility also is to manage and maintain its response equipment and vehicles in order to respond to emergencies within its jurisdiction. Interested parties shall provide all of the following information: (1) business name, address, telephone number and business site and socioeconomic category for NAICS code 561210; (2) a concise capability statement showing that your firm is qualified to perform the above mentioned tasks, limiting the response to no more than five (5) double sided pages. Capability statements should respond to all support tasks listed within the PWS to allow for an accurate business assessment. Standard brochures and paraphrasing of the PWS will not be considered as a sufficient response to this notice; (3) a list of current and past contracts with similar requirements not to exceed 1 page. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls and/or requests for a solicitation will be not be accepted or acknowledged. All responses should be sent via the e-mail link provided below. Firms shall ensure responses are documented to the extent that the Government can determine the firms? qualifications to perform this requirement. If it is determined that there are not enough firms of a specific category such as Alaskan Native, 8(a), HUB Zone or SDVOSBs to ensure adequate competition, this procurement will be competed under full and open competition. This sources sought does not constitute a commitment by the Government. The Government does not intend to award a contract based on this sources sought announcement or otherwise pay for any information or inquiry.
