- SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quote or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below: This is a Sources Sought announcement. The 55 Contracting Squadron intends to contract a Protestant Youth Minister for the Base Chapel PoP 1 August 2014 - 30 Jun 2015 with 4 option years. The designated NAICS Code is 813110 and a Size Standard of $7 million. Your response shall include the following information: •· Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), •· Relevant past performance on same/similar work dating back to the last three (3) years and your company's capability to do this type of work. •· Teaming Arrangements to include relevant past performance on same/similar work dating back to the last three (3) years. •· SAM.gov registration (CAGE Code) Documentation of capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition (see Statement of Work below). It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. STATEMENT OF WORK Protestant Youth Ministry Coordinator •1. General Description of Services/General Information : Support the 55th Wing Chapel at Offutt AFB, NE by assisting the Religious Education Coordinator and Senior Faith Group Chaplain teen (6 th through 12 th grade) ministry needs of the Protestant chapel community. Responsibilities include maintaining supply levels, creating and maintaining a ministry calendar, processing Installation Records Checks and background checks, developing publicity for Protestant teen events, preparing facility and funds requests, coordinating the schedule of weekly youth ministry volunteers, creating weekly publications, sending a weekly email update to promote communication, interfacing with the congregation on Sunday mornings, and cooperation and communication with the Protestant Advisory Council (scheduled meetings included). Also responsible for working with the Religious Education Coordinator to coordinate Religious Education programs, especially the programs for children in sixth through twelfth grades, on a weekly basis. 2. Education and Experience Requirements: Protestant Ministry Coordinator must: 2.1 Have received an Associate's Degree or Bachelor's Degree in a ministry-related field or be actively pursuing a degree in a ministry-related field. Extensive and well-documented experience in a ministry-related field may be considered in lieu of a degree. 2.2 Have one year minimum experience in a youth or other ministry related field. 2.3. Become visibly known within the Protestant parish by attending worship services and programs. 2.4. Submit a resume to include degree(s), certificate(s), and a minimum of three (3) work related references. 2.5. Demonstrate a strong knowledge of Protestant faith, practice, and traditions. Exhibit enthusiasm for religious education, parish ministry, and work with chapel staff, contractors, and volunteers. 3. Skills : The Protestant Youth Ministry Coordinator must have the following: 3.1. Interpersonal. Contractor must constructively work with chapel staff, parish staff, parishioners, and the public in an interfaith arena. 3.2. Professional. Contractor shall be a competent practitioner, efficient manager, and able to coordinate activities as well as facilitate communication between parish organizations. 3.3. Communication. Contractor shall be able to work together with chapel staff, volunteers, parishioners, and the public, both verbally and in writing, in order to mutually develop the Protestant chapel ministry programs. •4. Responsibilities: The Protestant Ministry Coordinator must: 4.1. Create the weekly Protestant youth publications and the chapel bulletin. 4.1.1 Provide calendar of events/programs 4.1.2 Maintain regular communication with chapel attendees through a weekly e-mail update. 4.2. Work with the Religious Education Coordinator and the Senior Faith Group Chaplain to develop an annual budget (1 Oct - 30 Sep) in writing for all Protestant ministry programming needs. 4.3. Recruit volunteers for Protestant youth ministry programming and maintain a current schedule for volunteer positions. 4.3.1 Ensure all volunteers have the prescribed installation records checks completed, kept current and on file. 4.3.2 Ensure all volunteers are aware of local safety requirements and procedures. 4.4. Attend monthly Protestant Advisory Council meetings and take minutes for the meetings. 4.5. Prepare Protestant ministry publicity as required for base paper, official base bulletin, and chapel bulletins as directed by the Wing Chaplain. 4.5.1 Must have basic computer skills including use of Microsoft Windows and Microsoft Office programs. 4.6. Submit all Protestant youth ministry programming fund/purchase requests to the chaplain who is supervising the Protestant chapel ministry. The requests should be submitted at least six (6) days in advance for purchasing items. Upon approval of request, order supplies. 4.7. Attend weekly chapel staff meetings and report weekly updates. Ensure weekly Protestant slides are updated for the staff meeting. Absences must be approved of by Protestant chaplain. 4.8. Coordinate with the Religious Education Coordinator and Senior Faith Group Chaplain to ensure the required facilities are open and ready for use at least fifteen (15) minutes before starting time. Create and process facility requests for every Protestant event at any location. 4.9. Be prepared to assist in leading weekly religious education programming for children in grades 6 through 12 as directed by the Religious Education Coordinator. 4.9.1 Plan and execute activities targeted to children in grades 6 through 12 under the guidance of the Religious Education Coordinator. 4.10. Assist with the organization and execution of several Protestant events including but not limited to: Fall Festival, Advent Adventure, Single Parent's Night Out, Fellowship events, Volunteer Appreciation banquet, etc. 4.11. Secure and clean (or provide volunteer team to clean) all government-owned facilities utilized in conjunction with youth ministry programs. Facilities must be returned to the condition they were in prior to the ministry program. 4.12. Maintain current information for all ministry program participants in accordance with Privacy Act requirements. 4.13. Keep attendance records on appropriate Air Force forms and provide statistical input for the Air Force Chaplain Corps Activity Reporting System (AFCCARS) to the Protestant service chaplain. AFCCARS translates Chaplain Corps functional activities and strategic priorities into weighable and objective data. It tracks warrior care and core activities to assist in tactical, operational, and strategic trend analysis, risk assessment, and execution planning. 4.14. In accordance with the requirements of the DoD Instruction 1402.5, Criminal History Background Checks of Individuals in Child Care Services, the contractor must submit all requirements (fingerprints, biographical data, background information, etc.) necessary for completion of national, state, and local law enforcement agency background checks. Questionable data obtained as a result of the background check may terminate contract. 4.15. Maintain a neat, clean, and well-groomed professional appearance and conduct in a business-like manner. 4.16. Be able to work in a religiously pluralistic environment and have a willingness to work with people of diverse faith expressions. 4.17. Preserve any confidential issues seen or heard within the Chapel facilities or by Chapel staff. 4.18. Be able to lift and carry up to 25 pounds in order to perform all duties. 5. Time and Place of Performance: 5.1 Will be present at Protestant Sunday worship services and ministry programs, attending at least 46 of 52 Sundays per contract year, with exceptions to be coordinated with the Protestant worship service chaplain with no less than 14 days' notice. No more than two consecutive Sundays may be taken off. 5.2. Provide services of 20 hours per week according to the Wing Chaplain's or designee's direction. Will provide work hour schedule to Wing Chaplain or designee for approval. Work will be verified by Protestant Service Chaplain. 5.3. If more than five calendar work days are taken off, the Protestant Youth Ministry Coordinator must arrange for a substitute to complete the weekly tasks and maintain the weekly ministry programs. Substitute must be approved by Wing Chaplain or designee, and meet the expectations and Criminal Background Checks. 5.4. Coordinate all support requirements with the Chapel Tithes and Offerings Fund (CTOF) Account Manager and/or the Appropriated Funds Manager. 5.5. Government-owned and Chapel Tithes and Offerings Fund (CTOF)-owned property such as overhead projectors, TV/VCR, digital recording devices, etc. are available for Protestant ministry programming use. Government-owned equipment will not be moved without the permission of the Wing Chaplain and/or NCOIC. CTOF-owned equipment will not be moved without the permission of the Account Manager. Requirements for materials/supplies will be submitted on Purchase Order Request forms to the Account Manager for CTOF purchases or Resources, NCOIC for appropriated purchases according to local Air Force and Operating Instruction.
