Description
It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) to modify HHSN276201300490P on a sole source basis. The additional work is within scope of the original contract. The Contractor, OhMyGov, Inc., shall expand NLM's ability to formulate and process complex queries relevant to evaluation of its program and those of its "competitors" by implementing the following additional research query under Project 1: Monitoring Usage of NLM Resources by Consumers and Project 2: Monitoring Usage of NLM Resources by Health Professionals and Biomedical Scientists: "What information sources are being used by residents of U.S./Canada who discuss health issues on social media in English or Spanish?" The specific aims of this question are referenced below: 1.What information source is listed, i.e. a cited source, for people who make a comment about the above query? 2.Does the listed information source contain another source on which it relied, i.e. a primary source? 3.Do source distributions differ for the various concepts under review? 4.Who are the influential commenters per concept, overall? Which are the most cited sources? 5.For a specific concept, are there regional differences in the sources cited? 6.What is sentiment about the health information cited? 7.What are sources cited by commenters identifiable as health professionals: MD., D.O. or R.N. 8.What is distribution of comments made by individuals vs. those made by organizations? This is not a Request for Proposal (RFP) nor is a RFP available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to this notice must be able to provide the aforementioned modification. Responses must be in writing and must be received electronically at the Government infrastructure by 2:00 PM EST on Thursday, July 3, 2014. Proposals must include pricing information and should reference Synopsis No. NIHLM2014199SRE and should be submitted to sheila.edmonds@nih.gov. Inquiries regarding this procurement shall be submitted electronically to sheila.edmonds@nih.gov and shall be received by 1:00 PM EST on Friday, June 27, 2014.
