Description
THIS IS NOT A REQUEST FOR PRICE OR TECHNICAL PROPOSALS The U.S. General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a Design-Build Construction Contract for the asphalt parking lot and connecting walkways located to the north of the J.L. McMillan Federal Building and Courthouse in Florence, South Carolina have deteriorated and are in need of replacement. The site is relatively flat causing storm water to pool in certain areas, especially in the pedestrian walkways between the adjacent parking lots. A design and construction project is needed for a new parking lot that provides proper drainage, safety for users, and proper signage, striping and other markings. The total area of the parking lot is approximately 40,000 square feet (SF). The estimated cost range is between $100,000.00 and $500,000.00. The contract duration is estimated at 148 calendar days (71 calendar days for design and 77 calendar days for construction) from receipt of the Notice to Proceed. Evaluation of Offers (1) The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers: Factor 1: Work experience on similar projects Factor 2: Work experience on projects Factor 3: Quality Control Plan Proposals will be evaluated and a contract awarded under a non-traditional lowest price technical acceptable (LPTA) evaluation methodology. This is a competitive, best value, technical price trade off, source selection in which competing offerors' technical proposals will be evaluated on a basis approximately equal to price. The Government will first rank offers based on price (low to high). A complete assessment of the lowest price offeror's information shall be evaluated for price reasonableness using price analysis and cost realism. If the lowest priced offeror is found to be reasonable priced, the offeror's technical offer shall be evaluated by the technical evaluation team for technical acceptability. An overall rating of Acceptable "Pass" or Unacceptable "Fail" for the technical narrative will be assigned. If the lowest reasonably priced offeror's technical rating is "Pass", award will be made to that offeror without further evaluation of other offers. If the technical rating of the lowest reasonably priced offeror is "FAIL", the second lowest offeror will be evaluated and so on until an offer is determined technically acceptable. This evaluation process will continue until an award is made to the lowest-priced offer found technically acceptable. The Government reserves the right to make a selection based upon initial submissions and without discussions. (2) Non-Price Factors, when combined, are significantly more important than/significantly less important than/equal in importance to Total Evaluated Price. (3) Lowest Price Technically Acceptable (LPTA) source selection process. (a) Using the lowest price technically acceptable process, the following apply: (1) The evaluation factors that are establish as non-cost factors as acceptability. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. (2) Tradeoffs are not permitted. (3) Proposals are evaluated for acceptability but not ranked using the non-cost/price factors. THIS IS NOT A REQUEST FOR PRICE OR TECHNICAL PROPOSALS All interested contractors must be registered in the System for Award Management (SAM) at https://www.sam/gov/sam to be eligible for award of Government contracts. Responses shall be submitted electronically via email to William Peterson, GSA Contracting Officer, at william.peterson@gsa.gov. Oral communication, telecommunications, and faxed inquires or comments are NOT acceptable as a response to this notice. The Government intends to issue the solicitation by July 15, 2014.
