- Purchase Request Letter Solicitation FB2067-14-Q-41399300 is issued as a Request for Quotation (RFQ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The resulting contract will be Firm Fixed Price. This solicitation is being conducted under Simplified Acquisition Procedures (SAP)as a Request for Quote (RFQ) No.FB2067-14-Q-41399300. This proposed contract action is for supplies in which the Government intends to solicit and negotiate in accordance with 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Or A Limited Number of Responsible Sources And No Other Supplies or Services Will Satisfy Agency Requirement. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government that this requirement will not be competed based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Foreign participation is not permitted. SMALL BUSINESS SIZE STANDARD: (a) NAICS: 335991 (b) Size Standard: 500 The Governement has a requirement to procure the following : Noun: Impregnated Kevlar 285; Qty: 1200 yards Description: The requirement for the Impregnated Kevlar 38" material is used to manufacturing/repair the C-130 Debris Shield. The Aramid Fabric must meet spec AMS 3902 and be impregnated to 50+/- 5%resin content with one of the following resins: F155,MXM7714/285,and E761. The material supplied muste be tested to the requirement of spec AMS 3902. Delivery: The request is for 1200 yards of material. The first delivery will be 200 yards per month beginning July 2014 and 200 yards every month for six (6) months thereafter. Price(s) should be FOB Destination (Robins AFB GA 31098). The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items.
