Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. The Request for Quote (RFQ) number is PR-0009530 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-74. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items, Brand Name Only, for the following: LINE 0001, Agilent Mixed Signal Oscilloscope, MSOX4154A, 5 EA LINE 0002, Agilent 4000X Software, DSOX4APPBNDL, 5 EA TECHNICAL REQUIREMENTS: The Offeror shall supply the Agilent MSOX4154A Mixed Signal Oscilloscopes with integrated user interface technology and Agilent DSOX4APPBNDL 4000X Application Software bundles. TECHNICAL SPECIFICATIONS: Requirements for the Agilent MSOX4154A Mixed Signal Oscilloscope include: • Mixed Signal Oscilloscope with 5 Integrated instruments in 1 o Oscilloscope  Analog Channels 4  Bandwidth 1.5 GHz  Max Sample rate 5GSa/s  Max memory 4Mpts  Waveform update rate 1,000,000 (million) waveforms per second  Display 12.1-inch capacitive touch display  Segmented Memory  Zone touch triggering  Power measurement and analysis  Advanced math analysis: o Logic analyzer ability  Includes at least an additional 16 digital channels o Serial protocol analyzer  Hardware based I2C/SPI, UART, CAN/LIN, FlexRay, MIL-STD1553, ARINC429, USB 2.0 o Arbitrary/Function Wave Generator  20 MHz dual channel arbitrary/function generator o Digital Voltmeter  3 - digit or greater • Three-year warranty Brand Name Justification: This procurement is being conducted in accordance with the Federal Acquisition Regulation (FAR) 11.105 (a) (1). The FBI has a requirement for Agilent MSOX4154A Mixed Signal Oscilloscopes to support the testing and characterization of existing and evolving technologies by capturing and measuring electronic signals for structure. This analysis is critical for trending to obtain viable and useful intelligence. The Agilent MSOX4154A will support the FBI's analysis capability with its integrated user interface by allowing teams to expedite current production levels. This capability supports continued operations, avoids incompatibility issues, unnecessary costs and enhances FBI capabilities. No other device matches the compatibility necessary for the FBI. The Agilent MSOX4154A is the only device that will meet the requirements of the FBI. FAR 52.247-34, (Nov 1991) - FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor.
