- This is a Sources Sought (SS)/Request for Information (RFI) in accordance with FAR 15.201(e). The government does not intend to award a contract on the basis of this request. Neither unsolicited proposals nor offers of any kind will be considered in response to this SS/RFI and there will be no contract award resulting from responses to this notice, nor reimbursement for any costs associated with providing information in response to this request. This SS/RFI request is being placed under the Federal Business Opportunities (FedBizOpps) web site via the internet. The purpose of this SS is to gain knowledge of potentially qualified vendors and their size classifications for providing a Clinical Privileges Library. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI, a determination by the Contracting Officer will be made to issue a solicitation as well as select the applicable North American Industry Classification System (NAICS) code. At this time the suggested NAICS codes(s) assigned to this procurement are: 511210, 541511, and 541512. The Department of Veteran Affairs (VA), Strategic Acquisition Center (SAC) is issuing this RFI as a means of conducting market research to identify qualified vendors with the capability and resources to meet the Veterans Health Administration (VA/VHA), Office of Quality, Safety & Values Credentialing & Privileging (OSQV) requirement to provide all labor, supervision and resources required to provide real time access to an internet enabled criteria based Clinical Privileging Library. The Clinical Privileging Library is known as the VHA Privileging Library. The Clinical Privileging Library is criteria based and provides guidance to Medical Staff Leadership by assisting them in meeting the expectations of the Medical Staff and compliance with VHA, The Joint Commission, local facility requirements and expectations for the delivery of high quality and safe health care to America's Veterans. The VHA Privileging Library is an internet based product that can be accessed by 143 Medical Staffs supporting VA medical facilities as guidance in development of the individual facility delineation of privileges for each practitioner and revised as information is updated through advances in health care, literature, feedback from product consumers, and professional society information. Clinical privileges define how care should be provided by licensed independent providers to Veterans. DESCRIPTION OF WORK: Provide access in real-time to a criteria based clinical privileges library as a resource for the framework that allows the medical staff leadership to determine the appropriate criteria when defining the clinical privileges for the care given at their facilities. EQUIPMENT IDENTIFICATION/SERVICE: Each vendor must be able to comply with the Minimum Technical Requirements (MTR) for the Clinical Privileges Library listed. The VA is interested in finding out if interested vendors can provide and/or develop the following Clinical Privileges Library: a.Access to Privileging Library: Information shall be maintained on the vendor's web site with a single VA/VHA access point via an Intranet link to be placed on the OSQV VHA Privileging Library Intranet site. The Vendor shall provide an internet enabled product that can be accessed by VA/VHA medical facilities for real-time access to criteria based privileges. Internet accessibility from the vendor site accessed by VA/VHA intranet must be accessible 24 hours per day, 7 days a week. The VHA Privileging Library must be updated when new information is made available in the literature, professional society guidelines or evidence based medicine, advances in health care, and feedback from product consumers. b.Library Updates: The Vendor provides updates to VHA Privileging Library when new information is made available in the literature, professional society guidelines or evidence based medicine, advances in health care, and feedback from product consumers. Clinical Privileges Library Minimum Technical Requirements MTR 1The Vendor shall provide a secure link to access a commercial portal for viewing and disseminating information, both internally and externally through the Clinical privileging library. MTR 2The Vendor shall provide core and specialized clinical privileges based on current literature, professional society guidelines, evidenced based medicine, and practitioner review. This shall include the following specialties: Allergy & Immunology, Allied Health Professionals, Anesthesiology, Colon & Rectal Surgery, Dermatology, Emergency Medicine, Family Medicine, Internal Medicine, Medical Genetics, Neurological Surgery, Non ABMS Specialty Board, Nuclear Medicine, Obstetrics & Gynecology, Ophthalmology, Orthopedic Surgery, Otolaryngology, Pathology, Pediatrics, Physical Medicine & Rehabilitation, Plastic Surgery, Preventive Medicine, Psychiatry & Neurology, Radiology, Surgery, Thoracic Surgery, Urology. MTR 3Core privileges shall incorporate requisite education, training, and experience. Additionally, threshold criteria for granting of privileges shall be provided. All information shall be researched through the ABMS (American Board of Medical Specialties), AOA (American Osteopathic Association- non-ABMS Boards) based on guidelines from ACGME (Accreditation Council Graduate Medical Education) and AOA Residency program training information. MTR 4Core privileges must be maintained on vendor web site with a single VA secured access point via a local 'intranet' link provided by the Office of Quality, Safety & Value/ Medical Staff Affairs intranet web site. MTR 5Internet accessibility from the VHA Privileging Library intranet site must be 24 hours per day, 7 days a week. In the case of scheduled internet inaccessibility, or for routine maintenance, vendor shall provide VA with a minimum of 30 days' notice. All scheduled Maintenance shall be performed after 5 pm Pacific Standard Time (PST). Unscheduled internet accessibility problems will require email notification to the Contracting Officer's Representative (COR) within 30 minutes of the outage PERFORMANCE: Vendors are responsible for delivery within 15 days of the award with access to the Privileging Library, for a base year, with the Government's option to exercise four (4) one year option periods. RESPONSE INFORMATION: Response to this SS/RFI must be submitted to VASACDirectorateC@va.gov and Ms. Sharon Redman, Contract Specialist, at Sharon.Redman@va.gov by 3PM, Eastern Standard Time (EST), July 1, 2014. Each RFI response will receive a confirmation email; if a confirmation is not received, please call (202) 664-6480. If your organization/company has the potential capability to provide the Privileging Library, please provide the following information: a.Company Name and Capability Statement, Point of Contact address and e-mail, website address, DUNS number, telephone number, business size (i.e. large, small business, service disabled veteran owned, veteran owned, woman owned, disadvantaged, HubZone, or 8(a)) as applicable for NAICS Code, 511210, 541511, and 541512. If your company feels that this requirement can be fulfilled under a different NAICS Code, please provide the suggested NAICS Code and a rationale for the recommendation. Additionally, please provide an estimated price for the Clinical Privileges Library. Please review the "Sample" tab and fill-in the "Fill-in Company Name" tab of the attached Clinical Privileging Library- Capability.xlsx spreadsheet. b.Manufacturer of Products: If you are a small business manufacturer, your company must manufacture/produce or subcontract with another small business manufacture for the Privileging Library in accordance with the MTRs outlined above. c.Preview of Product: If you are able and willing to demonstrate your capability to the Government; in a one on one presentation with the Government, at no cost to the Government.
