- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS Code is 541990, Professional, Scientific, and Technical Services. The period of performance of the resultant contract is expected to be thirty six (36) months from the date of award. The United States Congress, through the 1953 Outer Continental Shelf (OCS) Lands Act and its subsequent amendments, requires the Secretary of the Department of the Interior to monitor and assess the impacts of resource development activities in federal waters on human, marine, and coastal environments. The National Environmental Policy Act (NEPA) of 1969 further requires that natural and social science research be conducted to inform major environmental policy actions and decisions. The OCS Lands Act (OCSLA) Amendments of 1978 (92 Stat. 629) established a policy for the management of oil and natural gas in the OCS and for protection of the marine and coastal environments. The amendments authorize the Secretary of the Interior to conduct studies in areas or regions of sales to ascertain the "environmental impacts on the marine and coastal environments of the outer Continental Shelf and the coastal areas which may be affected by oil and gas development" (43 U.S.C. 1346). The Bureau of Ocean Energy Management (BOEM) is the federal administrative agency created both to conduct OCS lease sales and to monitor and mitigate adverse impacts that might be associated with offshore resource development. Within BOEM, the Environmental Studies Program functions to implement and manage the responsibilities of research. The National Environmental Policy Act (NEPA) of 1969 (42 USC 4321-4347) requires that all Federal Agencies use a systematic, interdisciplinary approach that will ensure the integrated use of the natural and social sciences in any planning and decision making that may have an effect on the human environment. The BOEM efforts in this direction include environmental impact statements, environmental assessment teams, studies that acquire and analyze marine environmental data, literature surveys, socioeconomic analysis studies, public conferences, and special studies (toxicity studies, spill trajectory analyses, etc.). The BOEM Alaska OCS Region uses an oil weathering model (OWM) to provide NEPA analysts with a common, quantitative set of spill weathering parameters. Weathering of spilled oil and persistence of its most toxic components vary depending on the specific characteristics of the oil. Currently, NEPA analysts in the Alaska OCS Region must make assumptions about these processes because only a small subset of oil samples specific to the Alaska OCS and North Slope have been analyzed for use in existing OWMs. The objective of this study will be to obtain weathering characteristics for up to seven (7) crude oils representative of the Alaska OCS and up to three (3) refined oils, including ultra-low-sulfur diesel, to expand libraries of oil compositions of existing oil weathering models (e.g. the SINTEF OWM and NOAAs ADIOS model).
