Description
The Southern Regional Contracting Office, Fort Hood, Texas intends to award a Firm Fixed-Priced, sole source, medical supply contract to Metro Medical for the purchase of a HD Optical Coherence Tomography (OCT) to support the Carl R. Darnall Army Medical Center Optometry Clinic. Award will be made on or before 30 June 2014, under the authority of 13.106-1(b), Soliciting from a Single Source. Carl Zeiss is the manufacturer of the Cirrus HD Optical Coherence Tomography (OCT) and solely distributed by Metro Medical. The Cirrus HD Optical Coherence Tomography is the only OCT with a Guided Progression Analysis which is important for defining whether a trend is due to normal variability between tests or if a trend is truly due to a disease process. Selecting a company other than Carl Zeiss would reduce the ability to accurately define the trend resulting is possible oversight of disease. Market research shows other companies offer OCT, however, they do not posess the guided progression analysis. This equipment is for use at Carl R. Darnall Army Medical Center (CRDAMC), Fort Hood, Texas. CRDAMC is a vital component of the installation's Total Customer Satisfaction Objective and acquisition of this equipment supports that objective. The purpose of this supply contract is to provide the necessary medical equipment which allows the clinic to noninvasively acquire high-resolution, cross-sectional images of the retina, aiding in the diagnosis and monitoring of various macular diseases. Without this equipment, the ability to provide accurate disease diagnosis is greatly reduced which would have an immediate negative impact on current health care operations and current health care services for our soldiers, civilians, and beneficiaries. The NAICS Code for this requirement is 339112 with a small business size standard of 500. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action is based upon the features required by the Government and is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. All responses shall be sent via electronic e-mail to the POC, Clarence 'Craig' Cude at clarence.c.cude.civ@mail.mil. Telephonic inquiries will not be honored.
