- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Lotek Wireless Inc, 115 Pony Dr, Newmarket, Ontario, Canada L3Y 7B5 on a sole-source basis, for two MAP Coded Telemetry Receivers, eight Hydrophones and forty Lotek MAP coded Acoustic transmitters. The USGS has concluded that this equipment is unique and only available from Lotek Wireless. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the service to meet its minimum need, and the factors the Government will use to evaluate the service information submitted by firms in response to this Notice: The U.S. Geological Survey, Columbia Environmental Research Center (CERC) has a requirement for acoustic fish transmitters, archival temperature and depth recording tags, and acoustic hydrophone and accessories: Receivers: 1) Two receivers capable of detecting MAP encoded transmitters and operating at a frequency of 200 kHz; 2) Each receiver must be capable of using a minimum of two hydrophones simultaneously to provide signal strength and direction transmitter direction to the operator; 3) Each receiver must operate on 12 VDC in small water craft with minimal power consumption; 4) Each receiver must have internal data storage and be capable of continuous unattended operation; 5) Each receiver must interface with pc-based processors for data transfer and configuration. All data cables and software must be included; 6) Each receiver should be capable of simultaneous detection and identification of a minimum of 10 transmitters with fixed burst rates of less than 20 seconds without conflict or code collision; 8) Each receiver will be provided with 4 hydrophones (the two hydrophones required for use, and two spare hydrophones). The hydrophones will come with 10 meter cables. Transmitter Specifications: 1) A total of twenty (20) MAP encoded transmitters operating at 200 kHz with burst intervals between 15 and 20 seconds and estimated battery life of more than 45 days. Transmitters must weigh no more than 1 gram, and measure less than 6.5 mm in diameter and no more than 13 mm in length. 2.) A total of twenty (20) MAP encoded transmitters operating at 200 kHz with burst intervals between 10 and 12 seconds and estimated battery life of more than 20 days. Transmitters must weigh no more than 1.2 gram, and measure less than 6.5 mm in diameter and no more than 15 mm in length. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by 07/10/2014 by 4:00 PM Central Standard Time. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
