Description
SOLE SOURCE JUSTIFICATION FOR DERMO DISEASE TESTING SERVICES (SHELLFISH-OYSTERS) The USDA, ARS, NAA, National Cold Water Marine Aquaculture Center (NCWMAC) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (i), "Soliciting from a single source" based upon only one responsible source. The USDA intends to solicit and negotiate with Roger Williams University, Aquatic Diagnostics Laboratory for testing services to is to evaluate the performance of multiple (20) oyster families created at the Aquaculture Genetics and Breeding Technology Center (Virginia Institute of Marine Science) in response to laboratory challenge with P. marinus in order to identify the most Dermo-susceptible and Dermo-resistant families. ARS will provide 1,000 oyster (20 families, 50 oysters per family) shellfish tissue samples. The Contractor shall perform the required sampling of oyster mantle and digestive tissues from 1000 oysters (20 families, 50 oysters per family) and the quantification of parasite load within the sampled tissues using a molecular-based diagnostic assay. The contractor shall provide tissue dissection, DNA extraction, and quantitative PCR analysis services which will result in quantitative estimates of Dermo disease intensity (parasite load) for up to 1000 individual oysters. The contractor shall also provide a final report documenting the Dermo intensity/parasite load for each oyster tested within ninety (90) calendar days after receipt of the samples from ARS. This notice of intent is not a request for competitive proposal. However, all inquiries received within seven (7) days after date of publication of the Limited Sources Justification will be considered by the Government. Information may be emailed to the Contracting Officer at lisa.botella@ars.usda.gov. A determination by the Government not to complete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducting in accordance with FAR Parts 13 and 15. An award notice for Roger Williams University, Aquatic Diagnostics Laboratory will be posted on the FBO in the near future.
