- Description
- The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Oceus Networks, located at 1895 Preston White Drive, Suite 300, Reston, VA 20191, for the acquisition of annual maintenance and support of lawful intercept hardware and proprietary software. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13, "Simplified Acquisition Procedures." The North American Industry Classification System (NAICS) Code for this requirement is 541511, Custom Computer Programming Services. The business size standard is $25 million. Oceus Networks is the original equipment manufacturer and holds sole proprietary rights to its hardware and software products. In accordance with FAR 6.302-1(a)(2), full and open competition need not be provided for when the required supplies or services are available from only one responsible source. Pursuant to FAR 5.207(c)(16)(ii), vendors who feel they can meet the Government's requirements above may submit a capability statement which shall be considered by the DEA. The Government anticipates the award of a firm-fixed price purchase order. The following provisions and clauses are applicable to this acquisition: FAR 52.212-4 (FEB 2012) Contract Terms and Conditions - Commercial Items and FAR 52.212-5 (JAN 2013) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The full text of provisions and clauses may be accessed electronically at this internet address - www.acquisition.gov/far. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for responses is July 2, 2014 at 11:00 AM Eastern Time.
