Description
PRE-SOLICITATION NOTICE Solicitation VA69D-14-Q-1219 Project 676-14-046 Sealcoat B400 Parking Area Tomah VAMC in Tomah, WI Provide for and furnish all labor, superintendence, materials, tools, equipment, software, transportation, licenses, certificates, insurance, temporary protection, training, as-builts, O&M manuals and other items designated under the provisions of the contract for Project 676-14-046 Sealcoat B400 Parking Area. Contractor shall repair, sealcoat and restripe Building 400 parking lot at the Tomah VAMC in Tomah, WI Overall work shall include, but not be limited to the following items: A.Description of Work 1.Repair existing asphalt areas using Infrared Seamless Patching System 2.Work to be performed on weekend and will not exceed 2 days in duration for total job due to area to be seal coated is current Urgent Care entry point 3.Work start and stop times will be communicated with COR 1 week prior to start of work 4.Traffic routing and barriers will be coordinated between vendor, COR, and VA Police Department to ensure patient access to building with wheelchair accessible vehicles 5.Reduction of excessive noise and dust pollution will be considered when possible 6.Perform patch of various areas: a.Three (3) areas measuring approximately 2 feet X 11 feet b.One (1) area measuring approximately 5 feet X 7 feet 7.Rout out existing cracks to a ¾" X ¾" ratio width versus depth 8.Blow-out and clean cracks with compressed air and heat lance 9.Seal cracks with a rubberized asphalt crack sealant. Sealant material will meet or exceed Federal Specification ASTM D6690 Type II 10.Crack filling will not include alligator type crack areas 11.Sweep asphalt clean with vacuum sweeper and/or air blowers 12.Application of two (2) coats of emulsion sealcoat. Sealer will be blended with fractured sand and rubber modifier to provide superior mix design and longevity 13.Restripe asphalt to an "as is" with one (1) coat of latex traffic paint. This includes all lines, symbols, and other markings and will match existing color schemes B.Equipment/Vendor Requirements: 1.Specifications of component equipment as set forth in this section are minimum specifications, unless otherwise stated, and shall not be construed as limiting the overall quality, quantity or performance characteristics of items furnished in the system. The Contractor Furnished Equipment (CFE) shall meet or exceed the minimum requirements and shall be held responsible for the supply, performance, and overall quality of the contractor's furnished equipment. 2.All equipment to be supplied under this specification shall be new and the current model of a standard product of a manufacturer of record. A manufacturer of record shall be defined as a company whose main occupation is the manufacturer for sale or the items of equipment and which: a.Maintains a factory production line. b.Maintains a stock of replacement parts for the item. c.Maintains engineering drawings, specifications, operating and maintenance manuals. d.Has published and distributed descriptive literature and specifications on the equipment. 3. Warranty of all products and installation workmanship will be no less than 1 year from time of government acceptance. 4.Contractor shall configure the system proposed to meet those functional requirements. The list of equipment provided shall not be considered all-inclusive, but shall serve as a guide for developing a complete system. 5.This project shall be completed within 150 calendar days of NTP. All work shall be performed in conformance with all VA safety standards, manufacturer's/industry standards, the latest published edition of OSHA, UL and other applicable state, local, national, federal, and industry standards and includes ADA and HSV requirements. The solicitation with necessary details will be posted on FedBizOpps - https://www.fbo.gov/. No pre-bid conference/site walk-through will be held for this project, however all prospective bidders are encouraged to submit questions to ensure a responsible quote is submitted. This solicitation is set-aside for Small Business firms. The solicitation will be issued on or about July 7, 2014 whereby the due date for all quotes will be thirty (30) calendar days AFTER the FULL SOLICITATION package is posted to https://www.fbo.gov/. The bidder shall be responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation.
