- This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with VEMCO Division, AMRIX Systems Inc., 20 Angus Morton Drive, Bedford, Nova Scotia, Canada, on a sole-source basis, for R-coded Telemetry receivers, hydrophones and transmitters. The USGS has concluded that these supplies are unique and only available from VEMCO Division, AMRIX Systems Inc. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the supplies to meet its minimum need, and the factors the Government will use to evaluate the service information submitted by firms in response to this Notice: The U.S. Geological Survey, Columbia Environmental Research Center (CERC) has a requirement for R-coded Telemetry Receivers, Hydrophones and Transmitters: Manual tracking Acoustic Receivers and Hydrophones. 1) Four (4) acoustic telemetry receivers shall be capable of detecting, identifying, tracking and locating R-code acoustic transmitters; 2) The acoustic receivers must detect all transmitters using R-code coding schemes in use in the Missouri and Mississippi River Basin; 3) The acoustic receivers shall detect and decode R-code transmitters operating at 50-80 kHz and 180 kHz; 4) The acoustic receivers must be operable using internal rechargeable batteries and capable of scanning frequencies for transmitting tags and storing tag detections internally; 5) The acoustic receivers each must include an omnidirectional and a directional hydrophone capable of detecting frequencies at 50-80 kHz and 180 kHz. Each hydrophone provided must include a 10 meter cable; 6) Shall include any software and cable interfaces necessary to connect the receivers to pc-compatible processors for data transfer or firmware upgrade must be included; Transmitters Twenty (20) R-coded acoustic transmitters measuring no more than 5 mm in diameter and no more than 12 mm in length operating at 180 kHz for surgical implantation with an estimated tag life of 124 days. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by 07/10/2014 by 4:00 PM Central Standard Time. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
